Having given due regard to the first stage Integrated Impact

Assessment, that the funding allocations of Environment Streetscene Improvements monies included in the capital budget for 2021/2022, as set out in Appendix A of the circulated report, be approved.

1.      That the Trustees of Margam Village Minis F. C. receive a grant of £715 pa for 2021/2022 only and then £665 per annum towards the lease of Margam Village Field, subject to review in line with rent reviews wef from 1^st April 2022.

2.      That the Trustees of Seven Sisters RFC receive a grant of £550 pa for 2021/2022 only and then £500 per annum towards the lease of Seven Sisters Playing Fields, subject to review in line with rent reviews wef from 1^st April 2022.

3.      That the Trustees of Croeserw Athletic Football Club receive a grant of £1,156 for 2021/2022 only and then £1,100 per annum towards the lease of Playing Field and Pavilion at Tudor Park, subject to review in line with rent reviews wef from 1^st April 2022.

4.      That the Trustees of Cwmgors RFC receive a grant of  £495 pa for 2021/2022 only and then £460 per annum towards the lease of Dressing Room Building at Parc y Wenin, subject to review in line with rent reviews wef from 1^st April 2022.

FOR IMMEDIATE IMPLEMENTATION

1.      That the report be noted.

2.      That approval be granted to relaunch the Members Community Fund within the confines of a condensed timeframe.

That the response to the Welsh Government’s consultation on ‘An Anti-Racist Wales: The Race Equality Action Plan for Wales’ be approved and submitted to the Welsh Government on behalf of Neath Port Talbot County Borough Council.

For Immediate Implementation

1.      That a co-ordinated approach be taken between Swansea Bay University Health Board and Neath Port Talbot County Borough Council to jointly deliver the potential relocation of the health facility and highway improvements.

2.      That a joint meeting be arranged with Welsh Government officials to explore the potential for this approach and investment.

3.      That the engagement activities for both health and highways be progressed and aligned.

That the following be noted:

·        The continued work of the Covid 19 Enforcement team, and

·        The extension of staff contracts (in line with agreed Personnel Committee delegation) until 31^st March 2022 and for the Authority to seek to recover costs incurred from the Welsh Government Local Authority Hardship Fund.

1.      That the Council’s response to Covid 19 to date be noted.

2.      That the work currently underway to support the ongoing Covid 19 response and the early work being undertaken to pave the way for longer term recovery be noted.

3.      That the framework outlined in the circulated report to guide work to recover, reset and renew the Council’s services and functions and longer term priorities be approved.

4.      That the engagement plan be approved.

5.      That engagement takes place with the Local Government Association, testing the approach to recovery planning with an external, independent peer panel.

That approval be granted to undertake the work in relation to the opportunities for improvement as detailed in the action plan contained in Appendix 1 to the circulated report.
