Minutes:

          Members received an update from the Chairperson of the Leisure and Culture Scrutiny Sub Committee held earlier that the Sub Committee would be receiving a 6 monthly report monitoring the impact of the increased charges on Gnoll Country Park.   

 

Decisions:

 

1.   That the Car Parking charges at the Gnoll Country Park will be increased as set out below:

 

£2.50 for up to 4 hours

£3.50 for all day

£52 for a Season Ticket.

 

2.   That the Footgolf and Room Hire be increased by 2% from 1st April 2018.

 

3.   That the increased Café charges of approximately 5% from 1st April 2018 be noted.

 

4.   That the car parking charges be referred to the Streetscene and Engineering Cabinet Board for acceptance which will then be included in the final legal order to be advertised.  Any objections and observations will be referred to a future Streetscene and Engineering Cabinet Board.

 

Reason for Decisions:

 

To deliver the required savings identified in the council’s adopted forward financial plan and the public consultation.

 

Implementation of Decisions:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

Consultation has been undertaken as part of the council’s general consultation on parking as detailed in the circulated report.

Proposed Increase in Car Parking Charges at Afan Forest Park 2018/19 pdf icon PDF 695 KB

Minutes:

          Members received an update from the Chairperson of the Leisure and Culture Scrutiny Sub Committee held earlier that the Sub Committee would be receiving a 6 monthly report monitoring the impact of the increased charges on Afan Forest Country Park.

 

          Decisions:

 

1.   That the approval be granted to increase Car Parking charges at Afan Forest Park 2018/19 as set out below:

 

          £1 for up to one hour

          £2.50 for up to 4 hours

          £3.50 all day

          Season Ticket £52;

 

2.   That the charges be referred to the Streetscene and Engineering Cabinet Board for acceptance and included in the legal order to be advertised.  Any observations and objections will be referred to a future Streetscene and Engineering Cabinet Board;

 

3.   That Streetscene and Engineering Cabinet Board be asked to include the Afan Forest Car Park in the Off-Street Parking Order;

 

4.   That these to take effect from 1 April 2018 or the earliest possible date thereafter;

 

5.   These would be subject to approval being granted by Streetscene and Engineering Cabinet Board.

 

Reason for Decisions:

 

To protect an important income stream which supports the running of the park.

The decision will be implemented after the three day call in period.

 

Consultation:

 

Consultation has taken place on the increase to car parking charges as detailed in the circulated report.

Decisions:

 

1.   That approval be granted in principle for the development of childcare facilities on school sites with the terms and conditions being agreed by the Head of Property and Regeneration;

 

2.   That the Head of Participation be granted delegated authority to authorise childcare developments on school sites;

 

3.   That a report on the Childcare Facilities within Schools in Neath Port Talbot be brought back for Members consideration on an Annual Basis.

 

Reason for Decisions:

 

To support the Governing Bodies of schools in supporting the request for childcare facilities to be developed on school sites.  Also, to enable the Local Authority to meet its statutory duty placed on it in the Childcare Act 2006.  This will in turn support the Child Poverty agenda in enabling parents the time to enter training or employment opportunities, or to access employment or training within the childcare sector.

That the decision will be implemented after the three day call in period.

RNLI Lifesaving Extension of Contract (Exempt Under Paragraph 14)

Decision:

 

That approval be granted to enter into a contract with the Royal National Lifeboat Institution as the Beach Lifesaving service for Aberavon Seafront for a period of three years commencing on the 1 April 2018 as detailed in the circulated report.

 

Reason for Decision:

 

To ensure that the Council continues to provide a professional beach lifesaving service on Aberavon Beach.
