Decisions

Having due regard to the Integrated Impact Assessment it is recommended that:

The programme of expenditure, as set out in Appendix A of the circulated report, be approved for completion over the next 18 months, and that the Director of Environment and Regeneration be granted delegated authority, in consultation with the relevant cabinet member, to undertake procurements and/or draw up and implement associated prioritised needs based programmes.

Having had due regard to the Integrated Impact Assessment, it be approved that the Council become a signatory of The Swansea Bay Healthy Travel Charter.

Having due regard to the Integrated Impact Screening Assessment it is recommended that:

Option 3 be implemented to manage the risk and improve the local environment, with the cost to be funded from the Council’s Corporate Contingency Reserve, or via any future Welsh Government funding that becomes available.

Having due regard to the integrated impact screening assessment, an Extinguishment Order is made pursuant to Section 118 of the Highways Act 1980 in respect of the route shown C-C1- D shown on the attached plan in the circulated report, and if no objections are received to the order then this order be confirmed the same as unopposed.

It is recommended that having due regard to the Integrated Impact Screening Assessment, that a public path extinguishment order be made pursuant to section 118 of the Highways Act 1980 for the route shown A-B on the attached plan of the circulated report, and if no objections are made to confirm the order as made.

That the report be noted.

That having due regard to the Integrated Impact Screening Assessment that a public path Diversion Order is made pursuant to Section 119 of the Highways Act 1980 in respect of the route shown A-B-C-D to A-E-D shown on plan no.1 in the circulated report, and that if no objections are received then to confirm the order as made.

Having had due regard to the integrated impact assessment:

·       That the objections are upheld to the Siding Terrace, Lonlas, Skewen – (Revocation) and (Prohibition of Waiting At Any Time, Prohibition of Waiting, Loading and Unloading At Any Time and Resident Permit Holders Only) (as detailed in Appendix A to the circulated report) and that the revised scheme (as detailed in Appendix B to the circulated report) be implemented on site.

·       That the objectors are to be informed of the decision accordingly.

It is recommended having due regard to the integrated impact screening assessment that:

Free Christmas parking be approved in Neath, Port Talbot and Pontardawe Pay & Display car parks from Saturday 10th December 2022 to Sunday 1st January 2023 inclusive (excluding The Gnoll, Afan Forest Country Park and Aberavon Seafront car parks).

Having given due regard to the Integrated Impact Assessment and a description of the recommendation, it is recommended that the grant be approved.

Having given due regard to the Integrated Impact Assessment approval be granted for funds as detailed in the circulated report be allocated to undertake repair works at Pontardawe Swimming Pool.

For Immediate Implementation.

That the report be noted.

Having given due regard to the impact assessments in relation to equality, risk, community usage and Welsh language, and to the Wellbeing of Future Generations Act (Wales 2015), together with the legal implications, approval be granted that, in line with Section 48 of the School Standards and Organisation (Wales) Act 2013, to consult on the proposal to establish an English-medium 3 -11 school with a specialist learning support centre, in new build premises to accommodate pupils from the current catchment areas of Alltwen Primary, Godre’rgraig Primary and Llangiwg Primary, all of which will close on 31st August 2025 and that delegated authority be granted to the Director of Education, Leisure and Lifelong Learning in consultation with the Leader, Cabinet Member for Education and Chair of Cabinet Scrutiny to agree a suitable extension to the consultation period to enable members of the public to respond to the consultation.

With date of implementation to be 1^st September 2025.

That the report be noted.

That the 2023/2024 net Council Tax Base be approved:

·        Of 48,808.10 for the whole of the County Borough; and

·        for each Town and Community Council area the amount shown in paragraph 6 of the circulated report.

For Immediate Implementation

1.   That the distribution  criteria for the remaining balance of the Welsh Government Discretionary Cost of Living Support Scheme be approved as detailed in the circulated report.

2.   That delegated authority be granted to the Chief Finance Officer in conjunction with the Leader of Council and the Cabinet Member for Finance, Performance and Social Justice to determine an appropriate distribution method for funding allocated to foodbanks.

Having given due regard to the Integrated Impact Assessment approval be granted to start a 12 week consultation on the Draft Public Participation Strategy as detailed in the circulated report between the 5^th December 2022 and the 26^th February 2023.

1.   That approval be granted to award grants to Third Sector organisations as detailed in Appendix 1 to the circulated report.

2.   It was agreed not to award grants to the organisations as detailed in Appendix 2 to the circulated report.

3.   That the amount of grant payable to each Strategic Partner be approved as detailed in Appendix 3 to the circulated report.

That having given due regard to the integrated impact assessment, the development and creation of a New Regional Partnership for Sport and Physical Activity in West Wales, as detailed within the circulated report, be approved.

That, having given due regard to the first stage integrated impact assessment;

a.                   the next phase of investment for ongoing learning projects, as detailed and contained within the circulated report, be approved.

b.                   Officer Authorisation to explore with Welsh Government Officials, grant funded opportunities available within the programme and to secure the most beneficial option for the Council, be granted.

That having given due regard to the first stage integrated impact assessment;

a.                   in principle and subject to available funding streams the following key recommendations be approved:

·        The scale of costs required for essential repairs to enable the museum to safely reopen to the public.

·        Possible alternative uses for the site and buildings.

·        An examination of the role and contribution of Cefn Coed Colliery Museum as a heritage site and tourist destination. 

·        A review of current and future regeneration opportunities for Cefn Coed.

·        Alternative sources of income via grants and external funding.

·        Income generation opportunities.

b.                That Officer Authorisation to explore with Welsh Government Officials, grant funded opportunities available within the programme securing the most beneficial option for the Council, be granted.

For Immediate Implementation

Having given due regard to the Integrated Impact Screening Assessment:

1.   That a bid for a Freeport covering the port of Port Talbot and the port of Milford Haven and surrounding areas, in the form annexed at Appendix B of the circulated report, subject to any variations that may be necessary prior for submission be approved.

2.   That the Chief Executive, in consultation with the Leader of Council be granted delegated authority to agree amendments to the Bid prior to its final submission to the Welsh Government.

3.   That the nomination for Neath Port Talbot County Borough Council to be the Accountable Body for the proposed Framework be approved.

4.   That the Leader of Council submits a letter to the Welsh Government reflecting Neath Port Talbot County Borough Council’s support for a Freeport covering the port of Port Talbot and the port of Milford Haven.

5.   That the Chief Executive in consultation with the Leader take action as may be necessary to promote the merits of the Bid post submission up to the point of Ministers decisions on the success/otherwise of the bid.
