Decisions

That Briton Ferry Community Library be granted £3,000 pa in relation to the rent increase of £3,190 pa towards the cost of rent of Briton Ferry Community Library subject to review in line with rent reviews from 1^st April 2021.

1.   That the principles of the Bus Emergency Scheme 2 agreement as detailed in Appendix 2 to the circulated report be approved to secure (conditional) financial support for the bus sector and to establish a relationship with the regional lead authority and signatory, which ensures that the ongoing emergency funding meets the authority’s priorities and is delivered on its behalf.

2.   That delegated authority be granted to the Director of Environment and Regeneration and the Head of Engineering and Transport in consultation with the Leader and relevant Cabinet Member to enter into a new umbrella Voluntary Partnership Agreement with Welsh Government Transport for Wales the constituent regional councils and operators as required.

3.   That the current procurement process and consultation for the subsidised local bus network be terminated and that the existing contract arrangements be extended with operators for a period of one year to the 31^st August 2022 and exclude the requirements of Rule 11 of the Contract Procurement Rules.

4.   That a report on the bus reform proposals relating to the future management of bus services in Wales be brought to Cabinet in Spring 2021.

That the Vehicle/Plant Procurement Programme for 2021/2022 for new and replacement vehicles and heavy plant, as detailed in Appendix A of the circulated report, be approved. 

That the objections are overruled to the Talbot Road and Beverley Street, Port Talbot (Revocation) (Limited Waiting) (One Way) and (No Entry) traffic regulation order 2020 (as detailed in Appendix A to the circulated report) and the scheme implemented on site as advertised and the objectors informed accordingly.

That the objection is upheld in part to the St Paul’s Road and Sunnybank Road, Port Talbot (Prohibition of Waiting, Loading and Unloading at Any time) traffic regulation order 2020 (as detailed in Appendix A of the circulated report) and the revised scheme (as detailed in Appendix B of the circulated report) be implemented on site and the objector informed accordingly.

That approval be granted to advertise the Individual Disabled Parking Place traffic regulation order at No. 2 Ferry View, Skewen SA10 6BN (as detailed in Appendix A of the circulated report) and if no objections are received be implemented on site as advertised.

That approval be granted to advertise the Individual Disabled Parking Place traffic regulation order at No. 84 Heol Illtyd, Neath, SA10 7SF (as detailed in Appendix A of the circulated report) and if no objections are received be implemented on site as advertised.

That the objections are up held to the Cimla Road, Cimla, Neath (Prohibition of Waiting at Any time) traffic regulation order 2020 (as detailed in Appendix A of the circulated report), and the scheme be replaced with H bar road markings to the driveway dropped crossings and that the situation be monitored going forward, and the objectors informed accordingly.
