Having had due regard to the Integrated Impact Assessment, the List of Approved Contractors be amended as follows:

The following companies have failed to meet NPTCBC criteria due to no Health and Safety assessment/accreditation and therefore, approval is required for removal from the List of Approved Contractors:-

Having due regard to the integrated impact screening assessment, the use of the new Welsh Government Commercial Delivery Service Framework be approved, and the Head of Engineering and Transport be authorised to make a direct award to the single supplier in Lot 2 (Fleetwheel Limited) for a period of two years from the 1st January 2022, with an option to extend for a further two years, in multiples not exceeding 12 months (in line with Commercial Delivery framework terms).

Having due regard to the first stage integrated impact assessment, residents of Bro Nantfer be consulted on whether they would like to change their post code.

Having had due regard to the integrated impact assessment, the objections to the B4434 Dulais Fach Road, Station Road, Brunel Close, Tai Bach and Riverside, Tonna – 20mph Speed Limits Order 2021, and Traffic Calming Measures at B4434 Dulais Fach Road (as detailed in Appendix A and Appendix B to the circulated report) be overruled, and the scheme be implemented as advertised, and the objectors informed accordingly.

Having had due regard to the integrated impact assessment, approval be granted to advertise the B4242 Pontneathvaughan Road, Pontneddfechan, Glynneath – Proposed No Waiting at Any Time and Proposed No Waiting on Footway at Any Time traffic regulation orders 2022 (as detailed in Appendix A to the circulated report) and should no objections be received, the proposals be implemented on site as advertised, subject to the availability of funding.

That the report be noted.

That the West Glamorgan Regional Partnership Governance Framework, as detailed at Appendix 1, be approved.

That the monitoring report be noted.

Having had due regard to the first stage Integrated Impact Assessment, the land and premises at Abbey Primary School Infant site at New Road, Neath Abbey, Neath, SA10 7NG be declared surplus to the ongoing strategic and operational requirements of the Education, Leisure and Lifelong Learning Service, and to transfer ongoing responsibility for management of any future disposal to the Head of Property and Regeneration.

1.           Having given due regard to the Impact Assessments in relation to equality, risk, community usage and Welsh language, and to the Wellbeing of Future Generations Act (Wales 2015), together with the legal implications, and in line with Section 48 of the School Standards and Organisation (Wales) Act 2013, Consultation on the proposal to establish a new Welsh–medium primary school at St John’s Terrace, Neath Abbey, Neath, SA10 7ND, be approved.

2.           That the proposed date of implementation to be 9 January 2023.

That the new Pastoral Support Programmes guidance (as detailed at Appendix 1 to the circulated report) go out for consultation between February and March 2022.

Having given due regard to the Integrated Impact Assessment, circulated prior to the meeting, and the responses to the Consultation, the draft WESP be commended to Council for permission to submit to Welsh Government for approval.
