Officers made a presentation to the Planning Committee on this Application (Outline planning application (including access) for a proposed adventure resort comprising 600 no. lodges/apartments, 100-bed hotel with associated spa, central plaza containing restaurants, leisure activities and shops, adventure activities and associated buildings (including X-sports, alpine/ski, forest activities and Trax & Trail), restaurants and associated administration and maintenance buildings and parking for approx. 850 cars, plus associated landscaping, drainage and engineering operations including re-profiling of land, boundary treatment, retaining structures, external lighting and CCTV, and diversion of public rights of way.

Additional and amended information received on 25/01/2019 and 07/02/2019 under Regulation 24 with regard to biodiversity, landscape and visual impact, social economic impact and transport together with modifications to the masterplan and parameters plan. (September 2021 - Additional Submissions addressing development finance/deliverability, including revised Business Plan from Wildfox Resorts and indicative programme; Planning policy update; Ecological validation note, and minor changes to Concept Masterplan and Parameters Plan) at land at Pen Y Bryn, Croeserw, Cymmer, Port Talbot) as detailed in the circulated report.

Two representatives for the applicant gave their representations, as well as the local ward members who gave their support to the application.

RESOLVED:               That the minutes of the previous meeting held on 31 August 2021, be approved.

RESOLVED:               That no site visits be held on the applications before committee today.

That the monitoring report be noted.

This report was being withdrawn from consideration at today’s meeting to enable officers to seek further supplementary information.

Having due regard to the integrated impact screening assessment, free Christmas parking be approved in Neath, Port Talbot and Pontardawe Pay and Display car parks from Saturday 11 December 2021 to Saturday 1 January 2022 inclusive (excluding The Gnoll, Afan Forest Country Park and Aberavon Seafront car parks). 

That the current Grit Bin Policy be continued pending a review of the Grit Bin Policy by the Streetscene and Engineering Scrutiny Committee and a report be brought back to a future meeting of the Streetscene and Engineering Cabinet Board for consideration.

That the monitoring report be noted.

Having had due regard to the integrated impact assessment, approval be granted to advertise the following Traffic Calming Measures at Tonna, and if no objections are received that the proposals are to be implemented on site as advertised:

1.           Proposed 20 mph speed limits traffic regulation order at B4434 Dulais Fach Road, Station Road, Riverside, Taibanc and Brunel Close, Tonna.

2.           Proposed speed cushions traffic regulation order at B4434 Dulais Fach Road, Tonna as detailed in Appendix A to the circulated report.

That having had due regard to the Integrated Impact Assessment, consultation on the draft Welsh in Education Strategic Plan 2022-2032, with consultation to take place from 5 November 2021 to 7 January 2022, be approved.
