Decisions

That the Hillside Separation Policy as detailed in Appendix 1 to the circulated report be approved.

That approval be granted to undertake a 90 day public consultation on the Carers Strategy as detailed in Appendix 1 and 2 to the circulated report.

That the following strategies and policies, as set out in the circulated report, be commended to Council for approval:

•        Treasury Management Strategy

•        Annual Investment Strategy

•        Minimum Revenue Provision Policy

•        Prudential Indicators

1.           That the following matters be delegated to the appropriate Corporate Director following consultation with the Council Leader, relevant Cabinet Member and Chair of the relevant Overview and Scrutiny committee:

·        Fees and charges for executive functions, applicable for the financial year 2020/21

·        Fees and charges which are applicable in any subsequent financial year and which, in the opinion of the relevant Corporate Director, need to be set in advance of the financial year for operational reasons.

2.           That the following be commended to Council:

i) Latest budget position 2019/20 – to approve the revised budget position and arrangements for 2019/20

ii) The Council’s Revenue Budget 2020/21

- Take account of the Equality Impact Assessment and Crime and Disorder impacts in setting the budget for 2020/21

- Approve the Net Revenue Budget requirement for 2020/21, and the service plans for the delivery of the budgets

- Approve the budget/forward financial plan savings (outlined in Appendix 4)

- Instruct Corporate Directors to progress the savings and improvement programme for the Authority

iii) Fees and charges for non-executive functions – that the determination of the following matters be delegated to the appropriate Corporate Director following consultation with the Council Leader, Deputy Leader and Chair of the relevant Non Executive committee

- Fees and charges for non-executive functions applicable in 2020/21

- Fees and charges applicable in any subsequent financial year and which, in the opinion of the Corporate Director, need to be set in advance of that financial year for operational reasons

iv) Council Tax 2020/21 – the 2020/21 Band D equivalent for Neath Port Talbot County Borough Council will be £1,615.59.

1.           That the Capital Programme be kept under review and updated over the coming year.

2.           That the Capital Strategy be commended to Council for approval.

3.           The Capital Programme for 2020/21 to 2022/23 as detailed in Appendix 1 to the circulated report, be commended to Council for approval.

That approval to advertise the revocation of an existing Taxi Rank Traffic Regulation Order, Part Time Taxi Rank Regulation Orders and a Limited Waiting Traffic Regulation Order substituted with a new longer length of permanent Taxi Rank Traffic Regulation Order and a reduced length of the adjacent Limited Waiting Traffic Regulation Order with the Part Time Taxi Rank Traffic Regulation Order removed in Lower Station Road, Port Talbot is granted. The traffic regulation orders be advertised and if no objections are received be implemented on site.

That the 40mph Speed Limit (Traffic Regulation Order) on A48, Margam, Port Talbot (as detailed in Appendix A to the circulated report) be implemented on site. 

That the objections are overruled and the 30mph Speed Limit (Traffic Regulation Order) on Ten Acre Wood, Margam Orangery Access Lane and Grugwyllt Fawr, Margam, Port Talbot (as detailed in Appendix A to the circulated report) be implemented on site as advertised and the objectors informed accordingly.

That the objections be overruled and the proposed Prohibition of Waiting at Any Time Traffic Regulation Order at St. Illtyd’s Drive, Church Crescent, St. Catherine’s Road and Church Road, Baglan (as detailed in Appendix A) be implemented on site and the objectors be informed accordingly.

That the following Contractors be included on the Approved List of Contractors in the categories below:-

That the objections be upheld and the Prohibition of Waiting at Any Time and Prohibition of Waiting, Loading and Unloading at Any Time Traffic Regulation Order at Penyard Road, Neath Abbey, Neath be amended (as detailed in Appendix B of the circulated report) be implemented on site and the objectors informed accordingly.

That the objections be overruled and the prohibition of waiting, loading and unloading at any time traffic regulation order at Old Road, Briton Ferry, Neath be implemented on site as advertised (as detailed in Appendix A of the circulated report) and the objectors informed accordingly.

That the Tariff Structure be adopted and brought in line with the current tariffs operating on Mondays, Wednesdays and Fridays, and be advertised and introduced, subject to no objections.

That the Vehicle/Plant Procurement Programme for 2020/2021 for vehicle renewals, as detailed in Appendix A of the circulated report, be approved.

That delegated authority be granted to the Head of Engineering and Transport in consultation with the Leader or relevant Cabinet Member to:-

1.           Enter into a Framework Agreement with bus operators for the provision of local bus services to Neath Port Talbot County Borough Council.

2.           Enter into any call off contracts from the framework for local bus services.
