1.           That the following documents (as attached as appendices to the circulated report) be commended to Council for approval:

·        Draft Corporate Plan 2018-22 Annual Report (full progress report)

·        Draft Corporate Plan 2018-22 Annual Report (summary report)

·        Corporate Plan Key Performance Indicators 2018-22

·        Public Accountability Measures All Wales Comparisons 2018-19

2.           That no changes be made to the Council’s well-being objectives at this time.

3.           That the Leader of Council be given delegated authority to make such changes as may be needed to the Annual Report prior to publication, provided that such changes do not materially alter the content of the document considered by Council.

That a key anchor Christmas Event be held in Port Talbot town centre, and that Councillors Steffan ApDafydd, Scott Bamsey, Nigel Hunt, Sharon Freeguard, Dennis Keogh and Saifur Rahaman contribute £1,666.66 each from their Members Community Fund.

That the purchase of essential items of capital equipment for the 8th Neath Crynant Scout Group, Crynant, be approved, and that £1,060.91 of Councillor Sian Harris' allocation under the Members Community Fund, be awarded.

1.           That the Digital Declaration be signed as a further indicator of the Council’s commitment to work collaboratively in developing and implementing its own digital strategy.

2.           That the Assistant Chief Executive and Chief Digital Officer be authorised to participate in and/or support the proposed Local Government Advisory Group, and associated developments.

That the introduction and recovery of chargeable fees attributable to work undertaken by the legal services section, in the preparation of Road Traffic Orders, on behalf of external bodies, as outlined in Appendix 1 of the circulated report, to commence from September 2019.

That grant assistance towards the re-pointing of Saron Chapel external wall, at Saron Chapel, Crynant, for a maximum of 25% of the total costs (estimated at £2,400), be awarded,

1.           That grant assistance of £250 per annum be awarded towards the annual lease of land adjoining the Vale of Neath Leisure Centre for the Vale of Neath Biking and Boarding Club, subject to review in line with rent reviews.

2.           That grant assistance of £1,980 per annum be awarded towards the rent amount of the lease of Cymmer Afan Community Library, subject to review in line with rent reviews.

3.           That grant assistance of £200 be awarded towards the rent amount of the lease of the bowling green at Dyfed Road, Neath, for Dyfed Road Bowling Association, subject to review in line with rent reviews.

4.           That grant assistance of £200 be awarded towards the rent amount of the lease of the bowling green at Vivian Memorial Park, Sandfields, Port Talbot, for Vivian Park Bowls Association, subject to review in line with rent reviews.

5.           That grant assistance of £200 be awarded towards the rent amount of the lease of the bowling green at Ynysmaerdy Bowls Green, Briton Ferry, for Ynysmaerdy Bowls Association, subject to review in line with rent reviews.

6.           That grant assistance of £200 be awarded towards the rent amount of the lease of the of bowls green at Talbot Memorial Park Port Talbot, for Talbot Memorial Park Bowls Association, subject to review in line with rent reviews.

7.           That grant assistance of £200 be awarded towards the rent amount of the lease of Parc y Werin Bowls Green, Gwaun Cae Gurwen, for Gwaun Cae Gurwen Community Bowls Club, subject to review in line with rent reviews.

8.           That grant assistance of £200 be awarded towards the rent amount of the lease of Bryn Bowls Green, for Bryn Bowls Club, subject to review in line with rent reviews.

9.           That grant assistance of £200 be awarded towards the rent amount of the lease of bowling green at Tudor Park Croeserw, for Croeserw Bowls Club, subject to review in line with rent reviews.
