Decisions

That a grant of ******* be paid to Clyne and Melincourt Community Council, in accordance with the Minor Projects Grants Scheme. Payment to be made on receipt of paid invoices together with a copy bank statement.

1.                          That grant assistance of £1,485 be awarded towards the annual lease of land and pavilion at Port Talbot Town Football Club, Vivian Park Memorial Park, Port Talbot, subject to review in line with rent reviews, be approved;

2.                          That grant assistance of £2,900 be awarded towards the annual lease of Pantyffordd Hall, Onllwyn, for one year only, to be further considered for next financial year once the lease agreement and charitable arrangements have been finalised, be approved.

That:-

1.                          the progress made on the Corporate Governance improvement work undertaken during 2018-2019 be noted;

2.                          the Annual Governance Statement 2018-2019 as detailed at Appendix 1 to the circulated report, be approved;

3.                          the proposed Corporate Governance improvement work to be undertaken during 2019-2020 as detailed at Appendix 1 to the circulated report, be approved.

That the installation of an Ability Swing and improvements to the play provision at Ynysdawley Playing Fields, Nant y Cafn, Seven Sisters, be approved, and that Councillor Steve K. Hunt's allocation of £10,000 under the Members Community Fund, be awarded.

That

1.                          the Council enter into the Joint Venture Agreement with Powys County Council and the Welsh Government, as detailed at Appendix 1 to the circulated report (subject to those authorities entering into it);

2.                          delegated authority be granted to the Chief Executive and Head of Legal Services to make any minor drafting amendments that are required necessary to the Joint Venture Agreement, in consultation with the Leader of the Council;

3.                          the Chief Executive be nominated as the Neath Port Talbot County Borough Council’s Representative to the Steering Group as detailed in the Joint Venture Agreement and that the Chief Executive be granted delegated authority to appoint a nominee to act in his place in the event that he is unable to attend a Steering Group meeting;

4.                          the Chief Executive be granted delegated authority in consultation with the Leader of Council and the Cabinet Member for Regeneration and Sustainable Development, the terms and conditions of any subsequent ancillary matters including arrangements for the site that might be necessary.

1.   That approval be granted to declare The Laurels at Lewis Road, Neath SA11 1DJ surplus to the operational requirements of the Social Services, Health and Housing Directorate;

2.   That the responsibility of The Laurels at Lewis Road, Neath. SA11 1DJ be transferred to the Head of Property and Regeneration.

1.   That approval be granted for the Head of Adult Services to undertake a procurement exercise to commission care and support services to people living in the supported living scheme.

2.   That the Head of Adult Services be granted delegated authority following the procurement process to enter into a contract with the bidder evaluated as offering the most economically advantageous tender (taking into account the quality and cost of the bids), for the provision of care and support to people residing in the supported living scheme.

That the Neath Port Talbot Plan for Children and Young People Services 2019 – 2022 be approved as detailed in Appendix 1 to 3 to the circulated report.

That the Neath Port Talbot Plan for Adult Social Care 2019 – 2022 be approved as detailed in Appendix 1 to 3 to the circulated report.
