Decisions

1.   That the Annual Governance Statement 2021-2022 as detailed in Appendix 1 to the circulated report be approved.

2.   That approval be granted to undertake the work as detailed in the Governance Improvement Action Plan during 2022 – 2023.

Having due regard to the Integrated Impact Assessment:

1.   Approval be granted to exclude the requirements of the Neath Port Talbot Council Contract Procedure Rules and to delivery the Neath Port Talbot Hardship Relief Scheme utilising a partner agency as detailed in the circulated report.

2.   That delegated authority be granted to the Chief Finance Officer to enter into a partnership agreement with Warm Wales to facilitate delivery of the NPT Hardship Relief Scheme.

Having due regard to the Integrated Impact Assessment:

Approval be granted to advertise the Various Traffic Regulation Orders associated with the planning conditions for the new Housing Development off Meadow Road, Neath as detailed in the circulated report.

Having due regard to the Integrated Impact Assessment:

Approval be granted to advertise the 30mph Speed Limit Traffic Regulation Orders associated with the Welsh Government 20mph default speed limit national roll out in 2023 as detailed in Appendix A, B and C to the circulated report.  If no objections are received the proposals be implemented on site as advertised.

1.   That the Welsh Government Discretionary Cost of Living Scheme criteria as detailed in the circulated report be approved.

2.   That the letter being circulated to qualifying residents of Neath Port Talbot notifying them of the scheme as detailed in the circulated report include an option of repaying the monies to the authority if they do not wish to benefit from the scheme.

That the report be noted.

Having given due regard to the impact assessments in relation to equality, risk and Welsh Language, and to the Wellbeing of Future Generations Act (Wales 2015), together with the legal implications and in line with Section 48 of the School Standards and Organisation (Wales) Act 2013.

1.   Approval be granted to statutory publish a proposal to establish a new Welsh – medium primary school at St John’s Terrace, Neath Abbey, Neath. SA10 7ND.

2.   That the date of implementation be the 1^st January 2023.

3.   The that Notice of the proposal be published on the 30^th June 2022, allowing 28 days for receipt of objections.  A report to be brought back to Members following the outcome of this period for final determination.

FOR IMMEDIATE IMPLEMENTATION

1.                   That having had due regard to the integrated impact assessment, the intention to implement a pilot (as detailed within the circulated report) within the Upper Valley Network area, be endorsed.

2.                   That Rule 11 of the Council’s Contract Procedural Rules, be suspended.

3.                   That permission be given for the Head of Adult Services to extend the current Dynamic Purchasing System for a period of 12 months, with an option to extend for a further 12 months, this period being subject to the Council being able to terminate the Dynamic Purchasing System early by providing three months’ notice to the providers.

4.                   That the proposals to rebalance the domiciliary care market through the recruitment of additional Community Wellbeing Team members, be approved.

1.           That having had due regard to the integrated impact assessment, the undertaking of a procurement exercise to commission care and support services for a ‘Step Up to Step Down’ Scheme, be approved.

2.           That following the procurement process, the Head Adult Services to be granted delegated authority to enter into a contract  with the bidder evaluated as offering the most economically advantageous tender (taking into account the quality and cost of the bids), for the provision of care and support for a ‘Step Up to Step Down’ Scheme.
