Decisions

 

1.    That the Council reaffirms its willingness in principle to sign the Joint Working Agreement if the issues identified in the circulated report can be resolved satisfactorily and reflected in the Joint Working Arrangement itself, which will be the subject of a further report to Members;

 

2. That alternatively and in the absence of a resolution of these issues, the Council will decline to sign the Joint Working Agreement for the reasons set out in the circulated report;

 

3. That the circulated report be referred for further discussion in the relevant Scrutiny Committees as Members see fit.

 

That, in line with the approved policy, the following changes be approved to the Local Authority Governor representatives up to and including the end of the Summer Term 2017/18 as detailed in the circulated report.

That the application for grant assistance for purchasing new instruments for Briton Ferry Silver Band, Briton Ferry, Neath be approved in the sum of £100, as detailed in Appendix 1 of the circulated report.

That approval be given to provide a maximum grant of £10,000 to Dyffryn Clydach Community Council under the Council’s Minor Projects Scheme.

That approval be given to provide a maximum grant of £10,800 to Resolven Community Council under the Council’s Minor Projects Scheme.

That approval be granted for Croeserw Athletic Football Club, to receive grant assistance in the sum of £1,050 per annum for the initial five years of the lease of field and pavilion, Cymmer Red Field.

That Members note the update provided, in respect of the Council’s Challenge to the Welsh Language Commissioner.

 

That Members authorise the Assistant Chief Executive and Chief Digital Officer, to submit the proposed response to the Welsh Language Commissioner, bilingually.

That the report be noted.

That the dedication of a section of Council owned land adjacent to Water Street in Neath, as highway verge maintainable at public expense, be approved.

That approval be given to Traffic Section Officers for the schemes contained within the Traffic Capital Programme 2018-2019 to be advertised in accordance with the statutory requirements, and subject to there being no objections received, the schemes be implemented in accordance with the relevant statutory requirements contained within the current Road Traffic Regulations.  Should any objections be received in respect of any schemes, these will be reported back to the Streetscene and Engineering Cabinet Board for decision.

That approval be given to Traffic Section Officers for the Traffic Orders contained within the Road Safety Grant Schemes 2018-2019 to be advertised in accordance with the statutory requirements, and subject to there being no objections received, the schemes be implemented in accordance with the relevant statutory requirements contained within the current Road Traffic Regulations.  Should any objections be received in respect of any schemes, these will be reported back to the Streetscene and Engineering Cabinet Board for decision.

 

That procurement of the following be approved:

 

1.          An additional adapted replacement farm/lane recycling vehicle;

 

2.          Three appropriate trailers for recycling;

 

3.          Two replacement freighter vehicles for recycling from traders and flats;

 

4.          An additional Romaquip recycling vehicle.

 

That approval be given to Traffic Section Officers for the Traffic Orders contained within the Ystalyfera Community Bid 2018-2019 to be advertised, in accordance with the statutory requirements, and subject to there being no objections received, the scheme be implemented in accordance with the relevant statutory requirements contained within the current Road Traffic Regulations.  Should any objections be received in respect of any schemes, these will be reported back to the Streetscene and Engineering Cabinet Board for decision.
