IMMEDIATE IMPLEMENTATION – NO CALL-IN

1.        That the amendments made verbally at the meeting to Appendix 1 to the circulated report on the Centre of Excellence for Next Generation Services, be noted;

2.    That the Leader of Council be given delegated authority to agree and sign (or have signed on his behalf) an in principle City Deal agreement on the basis described in the circulated report;

3.    That the substance of the City Deal, including any subsequently signed agreement, be referred to the Economic and Community Regeneration Scrutiny Committee (or its successor) for further consideration;

4.    That, prior to the local government elections, an all Member seminar be convened on the Swansea Bay City Deal;

5.    That officers be requested to bring a further full report to Cabinet and Council on any definitive commitments following the local government elections in May should the City Deal agreement be signed in principle;

6.    That the report be referred to Council on 25 January, 2016 for information/discussion.

1.              That a dedicated resource be identified to drive forward tourism support within Neath Port Talbot;

2.              That the Destination Management Plan be considered by the Economic and Community Regeneration Scrutiny Committee on a regular basis to ensure the actions are implemented;

3.              That an All Member Seminar be organised to highlight the findings of the review, that demonstrates how important the tourism sector is in the County Borough;

4.              That a letter be written and sent to St Modwens to establish what they understand their responsibilities are in relation to Neath Canal, and stress the importance of the maintenance that is required.

1.           That the Open Space and Greenspace Supplementary Planning Guidance, and the Development and the Welsh Language Supplementary Planning Guidance as set out at Appendices 1 – 2 of the circulated report, be agreed as forming the basis for consultation.

2.           That approval be granted for the publication and consultation procedures to commence after the Local Government Elections 2017.

That the proposed charges for services delivered by the Environmental Health and Trading Standards service reflect the revised hourly rate as defined in Table 1 of the circulated report, with effect from the 1 February, 2017.

1.           That, having given due regard to the impact assessments in relation to equality, risk, community usage and Welsh language, in line with Section 48 of the School Standards and Organisation (Wales) Act 2013, the statutory publication of a proposal to establish a Secondary Education Nurture Centre at Cefn Saeson Comprehensive School, be approved;

2.           That the proposed date of implementation be 27 February, 2017;

3.           That the Notice of the proposal be published on 19 January 2017, allowing 28 days for receipt of objections.

That the fees and charges paid to staff appointed by the Returning Officer for Local Government elections, as contained in the Appendix to the report circulated at the meeting, be approved

That the actions prioritised for Neath Port Talbot as regards the National Strategy  for Community Cohesion 'Getting on Together'  and progress made to date during this financial year, be noted.
