Decision:

 

That having due regard to the Equality Impact Assessment, set out in the circulated report and Appendix 7 attached thereto:

 

a)    The following matters be delegated to the appropriate Corporate Director following consultation with the Leader of Council, relevant Cabinet Member and Chair of the relevant Overview and Scrutiny Committee:-

·        Fees and charges applicable for the financial year 2018/19;

·        Fees and charges applicable in any subsequent financial year and which, in the opinion of the relevant Corporate Director, need to be set in advance of the financial year for operational reasons.

 

b)       The report be commended to Council as follows:

i)      Latest budget position 2017/18 –the revised budget position and arrangements for 2017/18, be approved

ii)     The Council’s Revenue Budget 2018/19

-     the Equality Impact Assessment and Crime and Disorder impacts be taken into account in setting the budget for 2018/19

-     the Net Revenue Budget requirement for 2018/19 and the service plans for the delivery of the budgets, be approved

-     the budget/forward financial plan savings outlined in Appendix 4, to the circulated report, be approved

-     that Corporate Directors be instructed to progress the savings and improvement programme for the Authority

 

iii)    Fees and charges for non-executive functions That the determination of the following matters be delegated to the appropriate Corporate Director following consultation with the Leader of Council, Deputy Leader and Chair of the relevant Non Executive Committee

-     Fees & charges applicable in 2018/19

-     Fees and charges applicable in any subsequent financial year and which, in the opinion of the Corporate Director, need to be set in advance of that financial year for operational reasons

 

iv)   Council Tax 2018/19 – That the 2018/19 Band D equivalent for Neath Port Talbot County Borough Council will be £1,496.71.

 

v)    In relation to the delegation of fees and charges Ward Members be consulted should the proposal be specifically in relation to their Ward.

1.   That the approval be granted to increase Car Parking charges at Afan Forest Park 2018/19 as set out below:

 

          £1 for up to one hour

          £2.50 for up to 4 hours

          £3.50 all day

          Season Ticket £52;

 

2.   That the charges be referred to the Streetscene and Engineering Cabinet Board for acceptance and included in the legal order to be advertised.  Any observations and objections will be referred to a future Streetscene and Engineering Cabinet Board;

 

3.   That Streetscene and Engineering Cabinet Board be asked to include the Afan Forest Car Park in the Off-Street Parking Order;

 

4.   That these to take effect from 1 April 2018 or the earliest possible date thereafter;

 

5.   These would be subject to approval being granted by Streetscene and Engineering Cabinet Board.

1.   That the Car Parking charges at the Gnoll Country Park will be increased as set out below:

£52 for a Season Ticket.

 

2.   That the Footgolf and Room Hire be increased by 2% from 1st April 2018.

 

3.   That the increased Café charges of approximately 5% from 1st April 2018 be noted.

 

4.   That the car parking charges be referred to the Streetscene and Engineering Cabinet Board for acceptance which will then be included in the final legal order to be advertised.  Any objections and observations will be referred to a future Streetscene and Engineering Cabinet Board.

2.              That a monthly season permit be introduced at £50 per month. Appendix G to the circulated report shows the schedule that will be legally advertised.

 

3.              That the virtual permit system be introduced, as detailed in the circulated report.

 

4.              Mobile CCTV Enforcement

 

a)   Officers be authorised to procure the hardware and software for mobile CCTV enforcement. 

 

b)   To progress the digital mapping necessary for the enforcement of Traffic Regulations Orders.

 

c)    To submit a proposal to the Welsh Government for approval. 

 

d)   To purchase a new enforcement vehicle.

 

5.              Aberavon Seafront Strategy

 

a)   The tariff structure for the Aberavon seafront be introduced at a charge of £2.00; 1st May to 30th September and £1.00; 1st October to 30th April be implemented, subject to there being no objections when the Order is legally advertised.

 

b)   Victoria Road car park be incorporated into the authority’s off-street parking order at a charge of £2.00; 1st May to 30th September and £1.00; 1st October to 30th April, be implemented subject to there being no objections when the Order is legally advertised.

 

c)    A No Waiting No Loading Traffic Regulation Order is advertised for The Princess Margaret Way, as illustrated on the plan at Appendices C & D, and that the Order be implemented, subject to there being no objections.

 

d)   That the 2-Hour Limited Waiting, No Return within 4 Hours, 7 Days a Week, to the existing parking bays as illustrated on the plan at Appendices C & D be advertised and that the Order be implemented, subject to there being no objections.
