Decisions

1.   That delegated authority be given to the Head of Transformation to transfer the Library Headquarters to the former Ynysmaerdy School on a date to be agreed with the Head of Transformation and Head of Property and Regeneration.

 

2.   That the former Library Headquarters be declared surplus to the requirements of the Education Directorate and that responsibility for the same pass to the Head of Property and Regeneration.

 

3.   That Officers undertake a feasibility study into the relocation of the Neath Library to the proposed new development in Neath Town Centre and a report be brought back to Members for approval should it prove acceptable.

 

4.   That delegated authority be given to the Head of Transformation to sell two mobile library vehicles and replace the same with one small vehicles.

 

5.   That delegated authority be given to the Head of Transformation to purchase a new van for the Home Delivery Service.

 

6.   That delegated authority be given to the Head of Transformation to amend the opening hours of the Branch Library Network to the hours identified in Appendix 3 for a period of three months.

 

7.   Following the conclusion of this three months period the Head of Transformation in consultation with the appropriate Cabinet Member be granted delegated authority to implement the changes to the opening hours of the Branch Network on a permanent basis.

 

 

 

That the Community Schools Admissions Policy 2021/2022 be approved for consultation as detailed in Appendix A to the circulated report.

1.   Having given due regard to the responses to the consultation, and the integrated impact and risk assessments, approval be granted in line with Section 48 of the School Standards and Organisation (Wales) Act 2013 to publish the statutory notice of the proposal to establish specialist provision for secondary age pupils with Autistic Spectrum Disorder at Dwr y Felin Comprehensive School.

 

2.   That the notice of the proposal be published on 7 January 2020 which would allow 28 days for receipt of objections.

 

3.   That the date of implementation be the 20 April 2020.

1.           That the Director of Environment; Head of Planning and Public Protection and any officers so nominated by them, be designated as Inspectors in accordance with Section 19 of the Health and Safety at Work etc Act 1974.

That the purchase of essential items of training equipment for Fairfield Karate Club, at the Community Resource Centre, Michna Street, Aberavon, be approved, and that Councillor Nigel Hunt's allocation of £1,152.90, and Councillor Scott Bamsey's allocation of £1,152.90, be awarded under the Members Community Fund.

1.           That the 2020/21 Budget for Third Sector Grants, as detailed in the circulated report, be confirmed.

 

2.           That the award of Grants to Third Sector organisations, as set out in Appendix 1 to the circulated report, be approved.

 

3.           That grants not be awarded for the applications set out in Appendix 2 to the circulated report.

 

4.           That the amount of grant payable to each Strategic Partner as set out in Appendix 3 to the circulated report, be confirmed.

That an indemnity be granted to Nicola Pearce (in her capacity as Director of Environment and Regeneration) in the form annexed to the circulated report at Appendix 1, in respect of the environmental permit obligations and statutory responsibility for the Material Recovery and Energy Centre (MREC), that the officer is required to hold, such indemnity to commence on 3 January 2020.

That new training equipment be purchased for the Mini and Junior Section of Tonna Rugby Football Club, The Pavilion, Mount Pleasant, Tonna, Neath, and Councillor Leanne Jones' allocation of £1,637.99, under the Members Community Fund, be awarded.

 

That a 200 square metre section of footway be resurfaced at Commercial Road, Taibach, and Councillor Anthony J Taylor contributes £8,106.41 under the Members Community Fund.

That 11 semi mature tree specimens be planted within the grounds of the Taibach Community Centre, Duke Street, Taibach and that Councillor Rachel L Taylor contributes £1,031.54 and Councillor Anthony J Taylor contributes £1,893.59 under the Members Community Fund.

That essential items of training equipment and coaching awards be purchased for Afan Lido Ladies and Girls Football Club, Princess Margaret Way, Aberavon, and £800 of Councillor Matthew Crowley's allocation under the Members Community Fund, be awarded.

 

That a new visitor experience and exhibition space be developed within the restored Turbine House at Margam Park, Margam, and Councillor Rob Jones’ allocation of £3,679.06 under the Members Community Fund, be awarded.

That stretches of pavement on the footway at Park Drive, Coedffranc North, be resurfaced, and Councillor Mike Harvey's allocation of £10,000 under the Members Community Fund, be awarded.

1.           That no grant assistance be provided on this occasion to Bibles for Children.

 

2.           That grant assistance of £1,350 per annum be awarded to Noddfa Community Centre, Glyncorrwg, towards the rent amount of lease of Noddfa Community Centre, Dunraven Street, Glyncorrwg, subject to review in line with rent reviews.

 

3.           That grant assistance of £2,310 per annum be awarded to Margam Youth Club towards the rent amount of the lease of Groeswen Playing Fields and Pavilion, subject to review in line with rent reviews.

 

That a grant of 60% of actual costs, up to a maximum of £12,000, be awarded to Tonna Community Council.

That approval be granted for the renewal of a new five year lease from Dwr Cymru (Welsh Water) as part of the Water Tower Rooftop at Cockett Reservoir Swansea, on the terms and conditions agreed by the Head of Property and Regeneration, and in consultation with the Head of Streetcare and Head of Transport and Engineering.

 

That the objection is overruled and the proposed Prohibition of Waiting at Any Time Traffic Regulation Order at Bryngolau, Alltwen, Pontardawe be implemented as advertised and the objector informed accordingly.

That approval to advertise the proposed 30mph and 50mph speed limits on Heol Cae’r Bont and A48 Margam Roundabout (M4 Junction 38) is granted and the Traffic Orders be advertised, if no objections are received the proposal be implemented.

 

That the objection is overruled in part and the proposed Prohibition of Waiting at Any Time Traffic Regulation Order on Leiros Parc Drive, Bryncoch, Neath (as detailed in Appendix B to the circulated report) be re-advertised and if no objections are received be implemented on site and the objector informed accordingly.

 

That the objection is overruled and the proposed traffic calming measures (Traffic Regulation Order) on Gwilym Road be implemented on site, as advertised, and the objector informed accordingly.

 

That the 40mph Speed Limit (Traffic Regulation Order) on the A48 Margam, Port Talbot (as detailed in Appendix A to the circulated report) be implemented on site. 

 

That the objections are upheld and a 30mph Speed Limit (Traffic Regulation Order) on Ten Acre Wood, Margam Orangery access Lane and Grugwyllt Fawr, Margam, Port Talbot (as detailed in Appendix B to the circulated report) be advertised and if no objections are received implemented on site and the objectors be informed accordingly.
