Capital Strategy and Capital Programme 2025/26 to 2027/28

Minutes:

Cllr Simon Knoyle, Cabinet Member for Finance, Performance and Social Justice introduced the report setting out the Capital Strategy and Capital Programme for 2025/26 to 2027/28. The report was commended to Council by Cabinet on 26th February 2025.

 

Members raised three points regarding the Capital Strategy and Capital Programme. The first being the review of Capital funding and the methodology for future years. Members asked how scrutiny can get involved in the process.

 

The next item to be raised was the neighbourhood improvement programme. Members stated it lacked information, and a formal request was put forward for a report on what the administration of Council is going to achieve with this fund.

 

Thirdly Members requested that an advanced Capital Programme paper be distributed at the same time as the draft Revenue Budget so that there is sufficient time to scrutinise the papers. 

 

Officers responded and indicated that a review was presently underway with Audit Wales regarding the Capital Programme. Members were told that during next years budget setting progress they would be in receipt of the draft Capital Programme at the same time of the Revenue Budget.

 

RESOLVED:

 

·       That the Capital Strategy be approved.

 

·       That the Capital Programme for 2025/26 to 2027/28 as detailed in Appendix 2 to this report be approved.

 

·       That the delegation arrangements as set out in the report be approved.
