Provision of a Welcome Centre Exempt under Paragraph 14)

Decisions:

 

Having had due regard to the first stage Integrated Impact Assessment:

 

1.   Delegated authority be granted to the Chief Executive, Director of Social Services Health and Housing and Chief Finance Officer to accept the grant offer and enter into the grant agreement with Welsh Government;

 

2.   That delegated authority be granted to the Chief Finance Officer to make claims for funding in accordance with the terms and conditions of the grant.

 

3.   That delegated authority be granted to the Head of Property and Regeneration in conjunction with the Director of Social Services and Health and Housing to negotiate and enter into the licence with the Goytre Leisure Holdings Limited for the use of the L&A riding centre at Goytre for the purposes of a Welcome Centre as set out above

 

4.   That delegated authority be granted to the Director of Social Services Health and Housing to directly award the contract for security services on the basis of urgent need.

 

Reason for Decisions:

 

To enable the Council to respond quickly and appropriately to the humanitarian crisis as a result of the conflict in Ukraine, and establish a welcome centre including wrap around support at the L & A Centre, Goytre.

 

Implementation of Decisions:

 

With the agreement of the Cabinet Scrutiny Chairperson the decision will be implemented immediately.  The item is not subject to the 3 day call in period.
