The
local ward members were present to give their representations, as well as the
agent for the applicant, and a Planning Officer from Carmarthenshire Council.
The
meeting was adjourned to allow Members to consider their reason for refusal and
reconvened at 12.50pm.
RESOLVED: |
That contrary to Officers
recommendations the application be REFUSED for the following reasons: Notwithstanding LDP Policy
SP19, and the current landfill void space capacity within the South Wales
Region, having regard to Article 13 of the revised EU Waste Framework
Directive (2008), it is considered that the operation of the site has had a
significant adverse impact upon the health and wellbeing of communities
surrounding the site (including those at some distance from the site) by
reason of odour nuisance. Accordingly,
it is considered that continuation of landfill operations at this site cannot
be undertaken or controlled to the required extent to ensure that no such
adverse impacts occur in future. Accordingly, it is considered that the only
way to prevent odour problems arising from this particular site is to cease
landfill operations. The proposal is thus considered to be contrary to
Policies SP2, SP16, EN8 of the Local Development
Plan. |
