Minutes:
The Leader of Council introduced the Corporate Plan
2018-2022 Annual Report which had been commended to Council by Cabinet on 2
October 2019. The Report focused on the progress made against the
authority’s three well-being objectives set out in the Corporate Plan “Shaping
NPT”.
It was
pleasing to note that the majority of actions were on track and that such
things as landslips, etc had been dealt with by
staff. Performance was broadly maintained
in most areas which was a significant achievement
given the cuts to human and financial resources.
Additionally
where performance had fallen, measures had been put in place to address this,
and these would be monitored over the remainder of the financial year.
The
Leader then highlighted the authority’s main achievements which included the
completion of the first phase of 21st Century Schools Improvement
Programme and the work of the Critical Incident Group in relation to
anti-social behaviour and substance misuse.
This was set against the austerity measures imposed on the Council of
reduced finances and less staff. These
views were supported by members, who raised the following:
In
relation to Wellbeing Objective 3, concern was expressed that transport was not
improving, especially in the valley areas and that maybe the Swansea Bay City
Deal Programme may provide an opportunity to address this. It was noted that an announcement was awaited
in relation to the de regulation of buses.
