Report of the Chief Executive enclosed.

The Leader of Council made a statement regarding this Authority’s current position in relation to the Swansea Bay City Deal Programme. 

Council noted that the report of the Chief Executive which was before Members today had been considered and approved at Cabinet held on 17 April, 2019 and was before Members for information only.

Some Members wished to seek an amendment to the recommendation to allow for any further decisions on the City Deal to be referred to Council for decision and not delegated as per the report.  The Head of Legal Services confirmed that these were Executive decisions and as such were not able to be taken by Council and the decision as to the delegation had been made in Cabinet previously and could not be amended in Council.  Disappointment was expressed at this and at the current position of the Programme as a whole. 

Members were given assurances that Council would be informed of developments and any delegated decisions taken.
