Committee scrutinised the following matters:

Board Proposals
7.1 Economic and Community Regeneration Performance Indicators
for Quarter 3 of 2016/17
Members considered the quarter 3 performance
management data for the period 1st April to 31st December
2016 for Environment.
Following Scrutiny the report was noted.
7.2 Property Asset Management 2016 – 2021
Members considered the Property Asset management
report.
Members asked officers to explain the wording
‘Council Buildings have been declared surplus for Re-use or disposal on the
open market’. Officers confirmed that it was referring to the day centre of Trem – Y – Glyn only and that they would amend the document
to be made clearer before publicising it on the website.
Members asked why there had not been a Public
convenience Strategy reported to the committee prior to 31st March
2017. Officers informed members that a decision at Board had been taken to
leave it until summer time this year.
Officers were asked what the protocol was when public
sector assets are sold off. Officers highlighted to Members that Public sectors
register their land on e-PIMS (Electronic Property Information Mapping Service)
which provides the option of doing a market transaction through public bodies.
Members queried that there was a potential
community interest prior to the open market sale in the disposal of some sites.
Officers confirmed that there had been a large amount of sites transferred the
most in wales. However some sites may come back if the groups that had taken on
those sites changed. It was highlighted that some sites that are advertised on
the open market sale could be at risk of vandalisation.
Following scrutiny the Committee were supportive of
the proposals to be considered by the Cabinet Board.
