Members
considered renewals and applications received for Employment Dispensations,
Miscellaneous Dispensations, Dispensations regarding
School Governors, Standard Dispensations for School Reorganisation and
Dispensations for Voluntary Sector Funding, as detailed in the circulated
report.
The
Head of Legal Services and Monitoring Officer discussed extending the
dispensations concerning School Reorganisation to include ‘School Transport
Matters’ also. Members were in agreement with this addition (show as bold and
italics in decision (d) below).
The Head of Legal Services and Monitoring Officer would re circulate the
offer of Dispensations to all Members, and explain which Dispensations could be
applied for.
RESOLVED: (a) that
the Applications for Employment Dispensation as set out in paragraph 1.2.8. of the report, be approved in the circumstances set out in
Regulation 2 (d) of the Standards Committee (Grant of Dispensations) (Wales) Regulations
2001 in the standard form as set out in Paragraph 1.2.6. to
speak and vote and that the dispensations run to the Standards Committee which
follows the Annual Meeting of Council 2017;
(b) that the new
applications and the applications for renewals of Miscellaneous Dispensations,
as set out in paragraph 1.3.2. of the report, be approved in the circumstances
set out in Regulation 2 (d) of the Standards Committee (Grant of Dispensations)
(Wales) Regulations 2001 to speak or to speak and vote as set out in the
Schedule as detailed within the circulated report, and that the dispensations
run to the Standards Committee which follows the Annual Meeting of Council
2017;
(c) that the Grant of
General Dispensations: School Governors, as detailed in the report, be further
granted until the Standards Committee which follows the Annual Meeting of
Council 2017;
(d) that the Applications for School
Reorganisation and School Transport
Matters Dispensation as set out in paragraph 1.5.4 of the report, be
approved in the circumstances set out in Regulation 2 (d) of
the Standards Committee (Grant of Dispensations) (Wales) Regulations 2001 in
the standard form as set out in Paragraph 1.5.2. to
speak but not vote and that the dispensations run to the Standards Committee
which follows the Annual Meeting of Council 2017;
(e) that Standards Committee Applications for
Voluntary Sector Funding Dispensation, as set out in paragraph 1.6.4 of the
circulated report be approved in the circumstances set out in Regulation 2 (c),
(d), (g) and (h) of the Standards Committee (Grant of Dispensations) (Wales)
Regulations 2001 to speak only and that the dispensations cover all matters
relating to the funding for the voluntary/third sector, and that the
dispensations run to the Standards Committee which follows the Annual Meeting
of Council 2017.
