Minutes:
Members
were provided with an overview of the Key resilience challenges facing both
authorities, to explain how the challenge were currently being addressed and
was provided with an insight into the wider resilience framework which exists
at a local, regional and national level.
Mr.S.Burgess presented to the Members a presentation.
Business
Continuity Planning
Members
were informed of the importance of Business Continuity Planning and its legal
obligation under the civil Contingencies Act 2004.
It
was highlighted that in 2015 Joint Emergency Managemnt
Service team members attended a course and successfully gained accreditation to
ISO 22301 standard in Business Continuity planning. As a result of attending
the course it was made clear that there is room for improvement on the way
Business Continuity is delivered.
It
was noted that Joint Emergency Management Service Team would be meeting with
the Corporate Directors to endorse the implementation of the Business
Continuity Planning within Neath Port Talbot.
Rest
Centres Update
Members
were updated on a review that the Joint Emergency Management Service Team
carried out in 2015/16. The review was of its ability to provide Rest Centres
to those who had been evacuated as a result of an emergency. The thorough
review was carried out by the Joint Emergency Management Service, with support
from Social Services and the British Red Cross. The review highlighted several
areas where the Joint Emergency Management Service could improve on, in the
Neath Port Talbot area, which is highlighted in the private circulated report.
City
Centre
It
was Highlighted to members that part of the work in to develop business
continuity plans and raising awareness to ensure the city’s business community
can respond to incidents, work that has been undertaken, is on-going or is
planned to start in the near future was listed in the circulated private
report.
Felindre
Members
were informed that the area had a development plan in line with the Local
Development Plan. The area had already had a significant investment on the old
works site and in light of that and other matters a working group had been
formed to oversee the area in terms of risk.
The
initial working group consists of Police, Fire, WECTU, Health (Morriston site), the University (partners in new hospital
development in Morriston) and DVLA and was formed as
the hazard range in relation to the National Grid Pipeline Pressure Reduction
Station (PRS) was revised and extended. The group is working towards:
Education
JEMS
has assisted with the development and delivery of a ‘lockdown’ plan for all
schools in the CCOS area. The initial plan was based around Llanrhidian
Primary School and since then, using that plan as the template,
JEMS have presented to head teacher groups to roll out a corporate template. This will help schools to develop their own
bespoke plans for each site. It is hoped that all schools will have a workable
plan in place in time for the September 2016 term.
JEMS
is providing support to each school to review their Business Continuity
arrangements to ensure there is sufficient detail to allow them not to suffer
too much disruption should an incidents occur.
