The
committee scrutinised the following private matters:

Board Proposals
i.
To Embark on Individual Financial Dialogue with Two Learning Disability
Providers
Members
considered a report to obtain Member approval to begin financial dialogue with
two agencies for two new supported living schemes.
Members
asked would this result in any financial savings for the Council. It was stated
that it would not provide savings immediately but would be less if the Council
engaged with two different providers plus the arrangements proposed would
provide more benefits.
Following
scrutiny the Committee was supportive of the proposals to be considered by the
Cabinet Board.
ii.
Provider Support for Administering Direct Payments
Members
considered a report that sought Member approval to enter into a temporary
agreement with Independent Living Brokerage Partnership Ltd (ILBP Ltd) for the
provision of services in relation to administering Direct Payments.
Members
queried the dates contained within the report and stated that the report could
have been presented to the previous meeting and asked for confirmation that
they were being asked to consider a retrospective decision. It was confirmed
that this was the case.
Members
asked for further clarity on what happened between the 6th April and
14th April. Officers stated there have been no new referrals since the
5th April because they did not have the authority to do so.
Members
noted that in previous meetings there has been an emphasis on Direct Payments
and understood there is a need for the rollout to be successful. Members asked if
they could be kept up to date on a regular basis on the take up of Direct
Payments. Officers agreed to this request and made Members aware that the
targets set were challenging and may not be met immediately but over the full
year the target will be met.
Following
scrutiny the Committee was supportive of the proposals to be considered by the Cabinet
Board.
