Reason for Decisions:

 

To keep the List of Approved Contractors up to date and as far as possible, ensure a competitive procurement process.

These recommendations to be adopted for the purpose of supplying a List of Approved Contractors for invitation to tender within the relevant category.

The decisions will be implemented after the three day call in period.

Decision:

Having given due regard to the first stage Integrated Impact Assessment, approval be granted, for access only to Aberavon beach via the new slipway access ramp through the pedestrian gate, the main gate being kept locked and only accessible for maintenance and emergency operations. The pedestrian gate to the beach remain unlocked and useable as a point of access to the beach at the West end of the promenade, this would also include the addition of a barrier, signage and additional disabled car parking spaces near to the purpose built dedicated disabled access ramp, as detailed in Option 3 of the circulated report.

 

Minutes:

 Officers explained that Option 3 would allow access to the beach through the pedestrian gate but accessibility would be restricted due to health and safety implications associated with providing unrestricted access at this location, this was due to the gradient of the ramp and also the tidal processes.

 

Offices also explained that they would look into pushchair access at this location.

 

Members praised Local Councillors for all the hard work that had been carried out in this area.

 

Members were supportive of amendment to the recommendation as contained within the circulated report, as follows:

Having given due regard to the Integrated Impact Assessment, approval be granted to advertise the proposed 20 mph Speed Limit Traffic Regulation Order at Cilfrew Village, Neath, as detailed in Appendix A of the circulated report, and if no objections are received the proposals be implemented on site as advertised.
