the Head of Adult Services be granted permission to commence engagement and
communication with the Adult Services workforce. Reason for Decision: To
ensure that we have a sustainable Adult Service that is able to meet the
changing needs and demands of our local population and to ensure that the
workforce has the opportunity to shape and inform the decision making in
regards to the future model. Implementation of Decision: The
decision will be implemented after the three day call in period. Consultation: The
report requests permission to consult with staff on the remodelling of Adult
Services. Any changes to the workforce
would be consulted on in line with our legal requirements and internal human resource
policies and would involve the Council’s human resource department and union
representatives. |

That delegated authority be granted to the Head of Children and Young
People Services to agree the final terms of the Interagency Agreement with the
City and County of Swansea for the delivery of a regional speech and language therapy
service for Hillside Secure Children’s Home and the Youth Justice and Early
Intervention Service; 2.
Following the agreement of the final terms of the Inter-Agency
Agreement, the Head of Children and Young Peoples Services be granted delegated
authority to enter into the contract with the City and County of Swansea until
31 March 2021; 3.
That the City and County of Swansea be the designated lead organisation
in the purchasing of this service from Swansea Bay University Health Board and
lead the management of the regional contract. Reason for Decisions: To
enable the Council to meet the demands for Speech and Language Therapy services
and to ensure that there is a legally binding agreement setting out the approved
terms of working in partnership with the City and County of Swansea. Implementation of
Decisions: That
the decision will be implemented after the three day call in period. |

Barnardos for the provision of a “Better Futures Service” and ·
City and County of Swansea for the provision of a “Facing the Challenge Service”; 2.
That the contracts be up until the 31 March 2021 and if required with an
option to extend until 31 March 2022. Reason for Decisions: To
ensure that there is a legally binding framework between the parties and the
continuation of these essential services. Implementation of
Decisions: The
