The following Member made a declaration of interest at the commencement of the meeting:

The Scrutiny Committee noted the forward work programme and requested that the work of the task and finish group on Tourism along with the Tourism Destination Management Plan be circulated to the Committee.

The Committee scrutinised the following matters:

 

Cabinet Board Proposals

 

4.1 Active Travel (Wales) Act – Consideration of: the requirements of the Active Travel (Wales) Act 2013; the revised Existing Route Map (ERM) for Neath Port Talbot; the Consultation Draft Integrated Network Map (INM) for Neath Port Talbot; and the publication /consultation procedures to be implemented

 

Members considered the report which sought to gain agreement to consult on the draft Integrated Network Map.

 

Members noted that the background of the report mentioned settlements which in terms of routes there was a proposed route to link Seven Sisters with the Dove workshop which included Onllwyn but Onllwyn was not mentioned. Officers confirmed that settlements had to comply with a population criteria within the Act, and if a settlement didn’t meet the criteria we could not include routes within that settlement as part of the ERM. Officers agreed that this gave the impression of it not really being integrated. Officers also confirmed that some of the routes identified within the INM may be viewed as aspirational. Officers continued to stress that whilst the Act does not mention specific towns it does not mean the Council cannot promote those areas.

 

Members asked how settlements were selected and officers confirmed that it was on size i.e. 2000 people or more. Officers continued that a number of areas were not allowed to be included on the map by Welsh Government.

 

Officers asked Members to note that an audit had to be carried out in relation to all routes identified for the ERM and there were three potential outcomes; Pass, Nearly and Fails. In relation to the routes that nearly passed, these can be supported by statements and thus can be included on the ERM. Members noted this and asked that as part of the consultation process the public were asked if there were any omissions. It was confirmed that the consultation exercise will enable members of the public to suggest routes which haven’t been included but which should be included.

 

Following scrutiny the Committee was supportive of the proposals to be considered by the Cabinet Board.

 

4.2 Quarter 4 Performance Management

 

Members considered the report on the performance at Quarter 4 for 2016/2017.
