The Chair welcomed everyone to the meeting.

Resolved:

That the minutes of the previous meeting held on the 9 June 2025, be approved as an accurate record.

No declarations of interest were received.

There were no urgent items.

That pursuant to Section 100BA (2) and (7) of the Local Government Act 1972, the public be excluded for the following items of business which involved the likely disclosure of exempt information as defined in Paragraph 12 and 15 of Part 4 of Schedule 12A of the above Act.

Members were asked to consider an application for the grant of a hackney carriage and private hire driver licence.

The Applicant attended the meeting.

Resolved:

That after reviewing the private circulated report, hearing all the parties’ representations and having due regard to the Council’s Taxi Licensing Policy, the Committee agreed that the application be APPROVED.

The Applicant did not attend the meeting.

This item was ADJOURNED from consideration at today’s meeting, as the applicant was unable to attend.

Members were asked to consider an application for the grant of a hackney carriage and private hire driver licence.

The Applicant attended the meeting.

Resolved:

That after reviewing the private circulated report, hearing all the parties’ representations and having due regard to the Council’s Taxi Licensing Policy, the Committee agreed that the application be APPROVED, with a reminder to be provided to the Applicant that his licence will only allow him to drive a Hackney Carriage or Private Hire vehicle licenced by Neath Port Talbot County Borough Council.

Members were asked to consider an application for the grant of a hackney carriage and private hire driver licence.

The Applicant and a family friend attended the meeting.

Resolved:

That after reviewing the private circulated report, hearing all the parties’ representations and having due regard to the Council’s Taxi Licensing Policy, the Committee agreed that the application be REFUSED by reason of the serious nature of the offences (as detailed in the report) and inconsistencies with the submissions.
