Business Case for Establishing an in-house Adult Family Placement Service Minutes: Decision: That members grant permission for Officers to make the necessary
preparations to bring the Adult Family Placements Service in-house including: ·
Serve
notice on the current provider (‘Ategi’) that the
Council does not intend to renew its contract after the current arrangement
ends on 30th April 2024. ·
Engage
with Ategi so that potential TUPE arrangements are
applied with a view to establishing a Council in-house team. ·
Implement
a Host payment banding system, including exploring possible budgeted payment
uplifts with effect from April 2024. ·
Approve
delegated authority for the Head of Adult Services to enter into an agreement
with Swansea Council to run the service on their behalf. Reasons for Proposed
Decision: To take into account the social care resources available
when undertaking an assessment or reassessment of individuals’ needs; to ensure
a sustainable range of good quality adult social care services are available to
meet the needs of the most vulnerable citizens of Neath Port Talbot; to
contribute towards the budgetary savings identified in the Council’s Financial
Plan; and to contribute to Welsh Government’s aim to rebalance the social care
market by moving services away from for-profit organisations Implementation of
