Revised Corporate Plan

Minutes:

Committee received the report of the Head of Corporate Strategy and Democratic Services on the revised Corporate Plan.  Members noted that in relation to Page 82 as it refers to ‘Value and Percentage of contracts awarded to local companies’, this should read 30% across 2018/19 and 2021-22.  Following the presentation of the report the following points were raised by Members:-

 

·        That Cabinet be asked to consider amending the statement ‘we will improve’ within the body of the report, to ‘we will strive to improve’;

·        Page 13 of the report – That Cabinet be asked to consider amending the phrase ‘Neath, Port Talbot and Pontardawe’ to read ‘the whole of the county borough’;

 

·        Page 13 of the report – in relation to the Welsh in Education Strategic Plan (WESP), clarification was sought where the Plan had been signed off ‘by the Council’.  Members were advised that the Plan had now been forwarded to Welsh Government for comment;

 

·        Page 25 of the report – Cabinet was asked to consider amending the phrase in the Section - ‘A Wales of vibrant culture and thriving Welsh language’ to read ‘There are plans to strengthen Welsh and bi-lingual education in both pre-school and full time education settings’;

 

·        Members supported the aim of ‘taking the community with us’, however with the depleting resources would the Authority be able to prioritise the aims contained in the Plan?  Transport was a key issue mainly in the valley areas but also throughout the County Borough.  The Leader of Council advised that a report was awaited from the Valley’s Task and Finish Group;

 

·        The opportunities for income generation via tourism should also be explored, the Leader advised that a report had been commissioned in relation to the future of tourism in the County Borough; 

·        Page 6 of the report – in relation to the new performance system (CAMMS) could a different abbreviation be developed to avoid confusion with the Child and Adolescent Mental Health Service (CAMHS);

 

·        Page 62 of the report – in relation to the penultimate KPI, could the word ‘get’ be deleted from the phrase ‘get back to work’.

 

·        Page 28 of the report – Could  the word ‘safe’ or ‘secure’’ be added to the heading to read ‘Children and Young People in need of safe/secure protection, care and support will be protected and safeguarded and more of those children will be able to grow up in a family setting’;

 

·        Page 65 of the report – were the objectives contained in the report too optimistic?  Officers advised that the figures contained in the report were Welsh Government targets.  In relation to the increase in minor incidents, this was due in part to the success of the Authority’s Active Travel Strategy and the increase in the number of cyclists.  This could be addressed by the introduction of a training programme and increased communication on the cycle tracks provided;
