ROAD SAFETY STRATEGY UPDATE 2015-2020 pdf icon PDF 76 KB

Minutes:

Officers explained Neath Port Talbot County Borough Council’s position against the targets set out within the Road Safety Strategy 2015-2020. 

 

It was highlighted that the latest quantified data for Neath Port Talbot showed significant reductions across key Welsh Government Road Safety Indicators when measured against 2004-2008 baseline data.

 

A discussion took place on the 20mph zones throughout the county borough.  Officers explained that the majority of zones were located around schools, those speed limits were advisory not mandatory, although the whole of Sandfields estate was a mandatory 20mph zone.

 

Officers informed Members that GoSafe the Welsh Casualty Reduction Partnership took a stringent approach on speeding, areas had to meet their criteria as they had to justify what was needed.

 

Officers went onto explain that they worked closely with local Primary Schools, Comprehensive Schools, Colleges and the community to raise awareness of road safety issues.

 

Members thanked the Road Safety Team for all their good work.

PRE-DECISION SCRUTINY

To select appropriate items from the Cabinet agenda for pre-decision scrutiny (reports enclosed for Scrutiny Members)

Passenger Transport

 

Officers explained that during 2021 the council would need to retender all local bus routes which are currently subsidised by Welsh Government Bus Services Support Grant (BSSG).

 

Following scrutiny, the committee were supportive of the proposal to be considered by cabinet board.

 

Traffic Order:  Taxi Rank, Port Talbot

 

A discussion took place on the proposed alterations to the existing Traffic Regulation Order at Lower Station Road, Port Talbot.

 

Officers explained that alterations to the existing Traffic Regulation Order would provide an extended dedicated 24-hour Taxi Rank to serve Lower Station Road, Port Talbot.

 

Following scrutiny, the committee was supportive of the proposal to be considered by cabinet board.

The Forward Work Programme was noted.

 

A Forward Work Programme Session would take place during the new civic year.

With the permission of the Chair the following was raised an urgent item for discussion at today’s meeting pursuant to Section 100A(4) and (5) of the Local Government Act 1972.

PRE-DECISION SCRUTINY

Minutes:

Key Performance Indicators 2019/2020 – Quarter 3 (1 April 2019 – 31 December 2019)

 

Members received an overview of the report on Quarter 3 Performance Indicators.

 

Members requested that in future reports show a clearer explanation in the Performance Indicator detail.  

 

Following scrutiny, it was agreed that the report be noted.
