Waste Management Update Minutes: Members
received a presentation and update on Waste Management in Neath Port Talbot. In response to
member’s queries officers stated that food waste was still being placed in some
residents wheeled bins, it was explained that residents needed to increase the
amount of recycled food waste in the correct receptacle. A
discussion took place around the monitoring of the side waste restriction
exemption scheme for non-recyclable waste. It was highlighted that the number of
residents applying for exemptions had risen when side waste collections
ended. Officers explained that Side
Waste Officers had individual rounds, officers monitor and check waste
collections and contact residents who present incorrect side waste to help them
reduce the amount of refuse being presented. Officers
informed members that Neath Port Talbot had one of the most successful
enforcement teams in Wales and would continue to monitor levels of fly-tipping
throughout the county borough. It was
noted that a fly-tipping update report would be brought back to the Scrutiny
Committee on 17 January 2020. It
was noted that when the new Waste National Strategy was published, Welsh
Government would look at electrical waste (rare materials), for a possible
future kerbside collection. Officers
highlighted that the Welsh Government had set a target for
Wales to recycle 70 percent of its waste by 2025, and achieve
zero waste by 2050. |

Pre-Decision Scrutiny To
select appropriate items from the Cabinet agenda for pre-decision scrutiny
(reports enclosed for Scrutiny Members) Minutes: The
committee scrutinised the following cabinet board items: Key
Performance Indicators 2019/2020 – Quarter 2 (1 April 30 September 2019) The
committee received an overview of the report on Quarter 2 Performance
Indicators. Members
complemented the good work carried out by officers. Following
scrutiny, it was agreed that the report be noted. Proposed
Lease Renewal to the Council of Radio Times Equipment and Antenna located on
the Rooftop of the Water Tower at Cockett Reservoir,
Swansea The
committee received an overview of the circulated report. A
discussion took place regarding the preferred location. Officers explained that there were
potentially three sites available, therefore there were two other viable
locations. Following
scrutiny, the committee was supportive of the proposal to be considered by
cabinet board. |
