That having had due regard to the first stage integrated impact assessment, the vacant property at Cramic Way, Port Talbot, SA13 1RU, be declared as surplus to the operational requirements of the Social Services, Health and Housing Directorate, and responsibility be transferred to the Head of Property and Regeneration.

 

Reason for Decision:

 

To declare the property as being surplus to the operational requirements of the Social Services, Health and Housing Directorate and transfer responsibility to the Head of Property and Regeneration.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

6.

Access to Meetings

To resolve to exclude the public for the following items pursuant to Regulation 4 (3) and (5) of Statutory Instrument 2001. No. 2290 and the relevant exempt paragraphs of Part 4 of Schedule 12A to the Local Government Act 1972.

Minutes:

RESOLVED:

that pursuant to Section 100A (4) and (5) of the Local Government Act 1972, the public be excluded for the following items of business which involved the likely disclosure of exempt information as defined in Paragraph 14 and 18 of Part 4 of Schedule 12 A to the above Act.

8.

NPT Youth Justice and Early Intervention Draft Annual Plan 2021-2022

Minutes:

At the start of the item, the Director advised Cabinet Members that the wrong Exempt Paragraph had been used – this should have been Paragraph 18 and not Paragraph 14.

 

Following input from Members, the subsequent minor changes were made to the private report:

 

·        Valleys Communites Impacts should read ‘No Impacts’.

 

·        Within the Consultation section, the following words should be removed: ‘…in all three local authorities for comment.

 

·        The Officer Contact details for Alison Davies should read ‘a.davies8@npt.gov.uk’.

 

Decision:

 

That having had due regard to the first stage integrated impact assessment, the Neath Port Talbot Youth Justice and Early Intervention Draft Youth Justice Plan 2021-22 be commended to Council for approval.

 

Reason for Decision:

 

To enable the Neath Port Talbot Youth Justice and Early Intervention Service on behalf of Neath Port Talbot Council to undertake its duties to deliver youth justice services in line with the Crime and Disorder Act 1998. 

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

There is no requirement for public consultation on the youth justice plan, however the plan has been circulated to partners through the management board and the community safety partnerships.
