Decision:

That the Minutes of 24 September 2021, be approved.

Decisions:

That having had due regard to the Integrated Impact Assessment it be agreed that the List of Approved Contractors be amended as follows:

Companies to be added to the List of Approved Contractors

The following companies had applied to be included on the list and had passed the required assessments -

The following companies had failed to meet NPTCBC criteria due to no Health and Safety assessment/accreditation and therefore, will be removed from the List of Approved Contractors:-

Reason for Decisions:

To keep the List of Approved Contractors up to date and as far as possible, ensure a competitive procurement process.

Implementation of Decisions:

The decisions will be implemented after the three day call in period.

Decision:

Having due regard to the integrated impact screening assessment, free Christmas parking be approved in Neath, Port Talbot and Pontardawe Pay and Display car parks from Saturday 11 December 2021 to Saturday 1 January 2022 inclusive (excluding The Gnoll, Afan Forest Country Park and Aberavon Seafront car parks). 

Reason for Decision:

To support our town centre economy it is acknowledged that providing free Christmas car parking would further support their recovery.

Implementation of Decision:

The decision will be implemented after the three day call in period.

Decision:

That the monitoring report be noted.

Decision:

That the report be withdrawn from consideration at today’s meeting to enable officers to seek further supplementary information.

Members were supportive of the amendment to the recommendations, detailed below, suggested by the Streetscene and Engineering Scrutiny Committee held prior to this meeting.

Decision:

That the current Grit Bin Policy be continued pending a review of the Grit Bin Policy by the Streetscene and Engineering Scrutiny Committee and a report be brought back to a future meeting of the Streetscene and Engineering Cabinet Board for consideration.

To maintain service provision within resource levels.

Decisions:

That having had due regard to the integrated impact assessment, approval be granted to advertise the following Traffic Calming Measures at Tonna, and if no objections are received that the proposals are to be implemented on site as advertised:

1.           Proposed 20 mph speed limits traffic regulation order at B4434 Dulais Fach Road, Station Road, Riverside, Taibanc and Brunel Close, Tonna.

2.           Proposed speed cushions traffic regulation order at B4434 Dulais Fach Road, Tonna as detailed in Appendix A to the circulated report.

To help reduce traffic speed in the interest of road safety.

Consultation:

This item will be subject to external consultation.

Decision:

That the monitoring report be noted.

Decision:

That the Forward Work Programme 2021/2022 be noted.

Any urgent items (whether public or exempt) at the discretion of the Chairman pursuant to Statutory Instrument 2001 No 2290 (as amended).

No urgent items were received.

To resolve to exclude the public for the following items pursuant to Regulation 4 (3) and (5) of Statutory Instrument 2001 No. 2290 and the relevant exempt paragraphs of Part 4 of schedule 12A to the Local Government Act 1972.

Decision:

That pursuant to Regulation 4(3) and (5) of Statutory Instrument 2001 No. 2290, the public be excluded for the following item of business which involved the likely disclosure of exempt information as defined in Paragraph 16 of Part 4 of Schedule 12A to the Local Government Act 1972.

Decision:

That the recommendations contained within the private, circulated report, be agreed.

Reason for Decisions:

To mitigate any further costs incurred by the Council, which in turn would provide a significant sum of that would assist with management and maintenance for the Council of the development at Cae Morfa accordingly providing sufficient comfort to residents of future maintenance issues being resolved.
