Minutes:

Decision:

 

That an Isuzu D Max Double Cab with Truckman top or similar (as detailed in the circulated report) be purchased.

 

Reason for Decision:

 

The continued use of vehicles within the Council’s car pool which are not fit for the purpose required to deliver both regulatory and income generating services, is neither cost effective nor does it adequately protect the health and safety of staff undertaking such duties.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

Minutes:

Decision:

 

That the Legal Order for the implementation of an Individual Disabled Parking Place (IDPP) bay at 14 Varteg Road, Ystalyfera, SA9 2EJ, be advertised and subject to there being no objections, the Order be implemented.

 

Reason for Decision:

 

To allow the successful applicant to maintain their independence and quality of life. 

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

A consultation exercise will be carried out when the scheme is advertised.

To reduce speed in the interest of highway safety.

Members were pleased to note that since the report had been published, the grants detailed within the circulated report had been approved.

 

Decision:

 

That the Traffic Orders contained within the Road Safety Grant and Safe Routes in Communities Grant Schemes for 2019-2020 (as summarised at Appendix A to the circulated report), be advertised and subject to there being no objections, the Orders be implemented.

 

Reason for Decision:

 

The schemes are necessary in the interest of road safety within the County Borough.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

This item will be subject to external consultation.

Decision:

 

That the Traffic Schemes contained within the Traffic Capital Programme 2019-2020 (as detailed at Appendix A to the circulated report) be advertised, subject to there being no objections, the Schemes be implemented.

 

Reason for Decision:

 

The schemes are necessary in the interest of road safety and providing adequate parking provisions within the County Borough.

The decision will be implemented after the three day call in period.

Decision:

 

That the proposal to align Transport Governance to the City Deal Board be endorsed, and the proposal be presented to the City Deal Board for consideration.

 

Reason for Decision:

 

To strengthen Regional Arrangements i.e. relating to transport policy development on a more formal arrangement.

Urgent Item

Any urgent items (whether public or exempt) at the discretion of the Chairman pursuant to Statutory Instrument 2001 No 2290 (as amended).

Minutes:

Because of the need to deal now with the matter contained in Minute No. 12 below, the Chairperson agreed that this could be raised at today’s meeting as an urgent item pursuant to Statutory Instrument 2001 No. 2290 (as amended).

 

Reason:

 

Due to the time element.

 

 

12.

Aberavon Seafront - Notices in respect of proposed Coastal Protection Works pdf icon PDF 138 KB

Minutes:

Decisions:

1.           That the Head of Streetcare, in consultation with the Head of Legal Services, serve the necessary statutory Notices with respect to the proposed coastal protection works at Aberavon under the Coast Protection Act 1949;

 

2.           That the Head of Streetcare, in consultation with the Head of Legal Services, serve the statutory Notices under the terms of the Coast Protection Act 1949, as may be required for future projects if deemed apparent to fulfil work programmes.

Reason for Decisions:

 

To comply with statutory requirements.

 

Implementation of Decisions:

 

The decisions are urgent and for immediate implementation. The Scrutiny Chairperson had agreed to this course of action and therefore there would be no call-in of these decisions.

13.

Access to Meetings

To resolve to exclude the public for the following items pursuant to Regulation 4 (3) and (5) of Statutory Instrument 2001 No. 2290 and the relevant exempt paragraphs of Part 4 of schedule 12A to the Local Government Act 1972.

Private Joint Report of the Head of Engineering and Transport and Head of Streetscene

Minutes:

Members noted the tabled Equalities Impact Assessment (EIA) Screening Form, which replaced the EIA previously circulated with the report pack.

 

Decision:

 

That the following Private Urgency Action taken by the Head of Engineering and Transport in consultation with the requisite Members, be noted:-

 

Officer Urgency Action No 1284 re:

To serve Notice under S289 and S290 of the Highways Act 1980 to gain access to private land to undertake urgent testing and survey investigations work on private development highways and associated drainage for private roads.
