That Talbot Memorial Park, other than the excluded sections as detailed in the circulated report, be dedicated as a Centenary Field to commemorate the First World War conflict 1914-18, under the Fields in Trust initiative. 

 

Reason for Decision:

 

To provide a commemorative legacy of the First World War conflict of 1914-18 and support the Fields in Trust and British Legion Centenary Fields programme.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

That free Christmas parking in Neath, Port Talbot and Pontardawe Pay and Display Car Parks from Monday 18 December 2017 to Monday 1 January 2018 inclusive, be agreed.

 

Reason for Decision:

 

To attract increased numbers of Christmas shoppers over the festive period.

That the proposed No Waiting at Anytime and Residents Only Parking Traffic Regulation Orders at Fairyland Road, Neath be advertised and should no objections be received, the proposal be implemented.

 

Reason for Decision:

 

To prevent indiscriminate parking in the interest of highway safety.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

A consultation exercise will be carried out when the scheme is advertised.

That the proposed implementation of a 3 tonne weight limit at Station Road, Skewen, Neath be advertised, and should no objections be received, the proposal be implemented.

 

Reason for Decision:

 

To prevent vehicles over 3 tonne in weight from driving over the weak bridge at Station Road.

The decision will be implemented after the three day call in period.

Officers provided Cabinet Members with an alternative form of wording for the decision, which had also been discussed and supported during the Scrutiny Committee, and is reflected at ‘Decision’ below.

 

Decision:

 

That the proposed implementation of a 20mph Speed Limit and Traffic Calming Measures at Briton Ferry (exact locations as detailed at Appendix 1 to the circulated report), be implemented.

 

Reason for Decision:

 

To prevent rat-running and speeding in the interest of highway safety.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

A consultation exercise has been carried out in relation to this item.

11.

Traffic Orders - Ysgol Gymraeg Bro Dur pdf icon PDF 252 KB

That the proposed Traffic Regulation Orders associated with Ysgol Gymraeg Bro Dur, Sandfields, Port Talbot (No Waiting, No Loading at Any Time, No Entry, No Right/Left Turns, One Way and Speed Plateau Orders) be advertised, and should no objections be received, the proposals be implemented.

 

Reason for Decision:

 

To prevent indiscriminate parking and control traffic manoeuvres in the interest of highway safety.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

12.

That the removal of the superstructure and lowering of the bridge piers, at Langy Bridge, Glynneath, be approved.

 

Reason for Decision:

 

To address a decaying bridge structure and the associated risks, in the context of no other options being affordable and there being little or no prospect of funding from external sources, at least in the short to medium term.

 

Implementation of Decision:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

Although there is no requirement under the Constitution for general external consultation on this item, the respective Local Members have been consulted and the Authority has also received a letter from Glynneath Town Council.
