Decision:

 

That approval be granted for the Director of Education, Leisure and Lifelong Learning (or his nominated representative) be given delegated authority to:

 

1.      Agree the final specifications for services to be performed in house that are required to meet the requirements of the Welsh Government Families First Programme Guidance;

 

2.      To bring the services being performed by external providers in respect of young carers in house to Neath Port Talbot County Borough Council to fulfil the requirements  of the Welsh Government Families First Programme Guidance;

 

3.      To enter into Service Level Agreements and any other associated documentation with the Social Services Health and Housing Directorate to fulfil the requirements of the Welsh Government Families First Programme Guidance.

 

Reason for Decision:

 

To enable arrangements to be in place to secure appropriate support services for children, young people and families in the Neath Port Talbot area.

 

Implementation of Decision:

That the Community Schools Admissions Policy 2019/2020 be approved for consultation.

 

Reason for Decision:

 

To enable the Council to meet statutory duties and good practice guidelines in respect of the admission of pupils to community schools.

Governance Arrangement for the New 3-16 All-Through School Replacing Groes Primary and Dyffryn Comprehensive Schools pdf icon PDF 139 KB

Minutes:

Members received an overview of the Governance Arrangements for the New 3 – 16 All through School replacing Groes Primary and Dyffryn Comprehensive School with a verbal amendment that the name of the governing body should be Ysgol Cwm Brombil and not as stated in the Instrument of Government (Appendix A) to the circulated report.

 

Decisions:

 

1.      That the Instrument of Government (attached as Appendix A) be approved with the incorporation date of 1st November, 2018, creating a permanent Governing Body;

 

2.      That the school be named Ysgol Cwm Brombil.

 

Reason for Decisions:

 

To comply with legislative requirements for the establishment of a new school.

 

Implementation of Decisions:

 

The decision will be implemented after the three day call in period.

 

Consultation:

 

There is no requirement under the Constitution for external consultation on either of the recommendations within the report but substantial consultation exercise has taken place with all the pupils that will attend the new school regarding its name. Also, internal consultation took place with the Head of Planning and Education Senior Management Team.

RESOLVED:

That pursuant to Regulation 4 (3) and (5) of Statutory Instrument 2001 No.2290, the public be excluded for  the following item of business which involved the likely disclosure of exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972.

Proposed Renewal of the Lease and Service Level Agreement to the Field Studies Council at Margam Discovery Centre and to agree variations to the current lease.

Minutes:

Decisions:

 

1.      That the Head of Transformation be granted delegated authority to write to the Fields Studies Council advising them that Neath Port Talbot County Borough Council is minded to grant a minimum 10 year Lease and Service Level Agreement for the Margam Discovery Centre at Margam Park, subject to terms and conditions being agreed by Neath Port Talbot County Borough Council and the Fields Studies Council;

 

2.      That the Head of Transformation and the Head of Property and Regeneration be granted delegated authority to enter into negotiations with the Field Studies Council;

 

3.      That the proposed Lease and the terms and conditions  be reported back to Cabinet Board for consideration as to whether to enter into the proposed Lease and Service Level Agreement;

 

4.      That approval be granted for Neath Port Talbot County Borough Council vary the existing lease with the Fields Studies Council for Margam Discovery Centre to allow for the sale of alcohol (in accordance with the restrictions identified in this report) and the closure of the café facility at the Margam Discovery Centre to members of the public on terms and conditions to be agreed by the Head of Property and Regeneration.

 

Reason for Decisions:

 

To enable the Council to continue to provide educational, environmental and cultural services to the Neath Port Talbot Schools at a reduced cost and to ensure that existing relationships with the Fields Studies Council can be developed to further promote developments at Margam Country Park to ensure continuity of service to both Neath Port Talbot County Borough Council and Neath Port Talbot Schools and to allow variations made to the current lease to implement requirements of the current operator.
