Pre-Scrutiny Minutes: The
Committee Scrutinidsed the following matter: Cabinet
Board Proposals 2.1 Consideration of the Renewable and Low Carbon Energy
Consultation, Draft Supplementary Planning Guidance (SPG), the Design Consultation
Draft SPG and the Highway Technical Design Guide for Residential and Commercial
Developments Consultation Draft. Members considered the Consultation Draft renewable
and Low Carbon Energy Supplementary Planning Guidance and Highway Technical Design
Guide for Residential and Commercial Developments. It was noted that the use of Supplementary Planning
Guidance was a means of setting out more detailed topic or site specific
guidance on the way in which the policies of the Local Development Plan. Members queried why there was no Equality Impact
Assessment included. Officers confirmed that a screening exercise had been
carried out which concluded that there was no requirement for an Equality
Impact Assessment. Members asked was there any progress on the Tidal
Lagoon which is joint venture between us and City and County of Swansea.
Officers confirmed that it was an excellent project with positive outcomes;
however we are still awaiting a response from Welsh Government on the submitted
project plans. Members were concerned over the future of the bio
mass plant in Margam. Following scrutiny the Committee were supportive of
the proposals to be considered by the Cabinet Board. |
