The following Member made a declaration of interest at the commencement of the meeting:-

Councillor P.A.Rees -             Report of the Director of Social Services Health and Housing – Hillside Secure Children’s Home – as he is the Chairman of Governors at Cefn Season Comprehensive School.

Members were asked to approve the establishment of a Performance, Quality and Practice Manager Post, Complaints Officer and Engagement and Participation Officer to be appointed within Children and Young People Services.

RESOLVED:                   that the establishment of a Performance, Quality and Practice Manager Post, a Complaints Officer, and Engagement and Participation Officer be approved, as detailed in the circulated report.

Members were asked to approve the proposed Education Directorate revised staffing structure at Hillside Secure Children’s Home, as detailed in the circulated report.

RESOLVED:                   that the restructure of the education staff team at the Hillside Secure Children’s Home, be approved, as detailed in the circulated report.

The Committee was informed that the National Joint Council for Local Government Services confirmed on 14^th November 2014 that agreement to pay for ‘Green Book’ LGS employees had now been reached. Details of the agreement are detailed in the circulated report.

RESOLVED:                  that the report be noted.

Members were asked for approval on the changes to the staffing structure, to modernise the delivery of adult day care services in line with the Authority’s new Social Care Policy which would allow The Authority to meet the required savings under the Forward Financial Plan.

RESOLVED:                   that the proposed re-structure as detailed in the private circulated report, be approved.

Members received details of an Employment Appeal Tribunal case judgement and the potential impact for Neath Port Talbot County Borough Council.

A further report would be brought back to a future Personnel Committee.

RESOLVED:                    that the private circulated report in relation to Holiday Pay and Overtime Case Law, be noted.

Members received an update on the Expressions of Interest received from staff to the Voluntary Redundancy Scheme.
