representations received in respect of the following application for the Grant
of a Premises Licence made under the Licensing Act 2003.
RESOLVED: That
the application for the grant of
a Premises Licence – Seven Sisters RFC,
Clubhouse, Dulais Road, Seven Sisters, Neath, SA10
9EL, made by Seven Sisters RFC Ltd, Clubhouse, Dulais
Road, Seven Sisters, Neath, SA10 9EL, be approved, as detailed in the circulated
report, and subject to the following conditions: 1.
Opening
Hours Monday – Thursday 09.00 – 00.30 Friday - Saturday 09.00 - 01.30 Sunday 09.00 - 01.00 Non-standard Timings On New Year's Eve premises to remain open from
the end of permitted hours to the start of permitted hours on the New Year's
Day. Bank Holiday's Mondays premises to remain
open until 02:00 hours. In the event of a match involving the British
Lions/Wales representative side playing a match outside the permitted hours the
premises may open for licensing activities 1 hour before the kick off and may
remain open through to normal opening hours or in the event of a late evening
kick off, 1 hour after whistle. In the event of a club representative side leaving
from the premises outside permitted hours, the club may open for a two hour
window around the due time of departure. 2.
Supply
of Alcohol (Both On/Off Sales) Monday – Thursday 09.00 – 00.00 Friday - Saturday 09.00 - 01.00 Sunday 09.00 - 00.30 Non Standard Timings 3.
Supply
of alcohol Outdoors to take place on ad hoc special community, carnival, fetes
and tournament occasion days and will take place in car park or grassed area at
side of premises and well away from sporting activities and will only take
place between 09:00 and 23:00 On New Year's Eve indoors only from the end
of permitted hours to the start of permitted hours on New Year's Day. Bank Holiday supply of alcohol extended to
01:00 hours. In the event of a match involving the British
& Irish Lions/Wales representative sides playing a match outside the
permitted hours the premises may open for licensing activities 1 hour before
kick-off and may remain open through to normal hours or in the event of a late
evening kick off, 1 hour after the final whistle. In the event of a club representative side
leaving from the premises outside permitted hours, the club may open for around

Urgent Items Any
urgent items at the discretion of the Chairperson pursuant to Section

of the need to deal now with the matter contained in Minute Number 6 below, the
Chairperson agreed that these could be raised at today’s meeting as an urgent

Application to vary a Premises Licence - Kitty O'Sheas, Pontardawe Minutes: Members were asked
to consider representations received in respect of the following application to
vary a Premises Licence made under the Licensing Act 2003.
RESOLVED: That the application to vary a Premises Licence – Kitty O'Sheas, 6 James Street, Pontardawe,
SA8 4LR, made by Mr Peter William Rees & Mrs Eileen Rees, 6 James Street, Pontardawe, SA8 4LR, be approved, as detailed in the circulated
report, and subject to the following conditions: 1.
There shall be no regulated entertainment in the
form of live or recorded music within the premises until the licence holder, or
owner, of the premises obtains an independent acoustic consultant’s report and
implement all recommended control measures contained within such a report. The
acoustic consultant shall be a member of the Association of Noise Consultants
(ANC) and a member of the Institute of Acoustics. 2.
Prior to undertaking a noise assessment for the
purpose of preparation of the report the consultant shall contact the Local
Authority and shall agree a methodology. A copy of the report, shall be
submitted to the Local Authority for examination. 3.
The maximum capacity for the building reflects
the number dictated by the premises fire risk assessment. 4.
The new indoor area can only be used after
23:30hrs if the licence holder obtains an independent acoustic consultant’s
report and implements all recommended control measures contained within such a
report. 5.
The premises licence holder must submit a noise
management plan. |
