Access to Meetings That
pursuant to Section 100A(4) and (5) of the Local Government Act 1972, the
public be excluded for the following items of business which involved the
likely disclosure of exempt information as defined in Paragraph 12 and 15 of
Part 4 of Schedule 12A of the above Act. Minutes:

Hackney Carriage and Private Hire Driver Licence - Case 1 Minutes: This item was deferred until additional information was
available to Members. |

Hackney Carriage and Private Hire Driver Licence - Case 2 Minutes: Members
received information in relation to the revocation of a Hackney Carriage and
Private Hire Driving Licence. Officers
clarified that on receipt of a new applicant, the Licensing Section now e-mail
the Social Services Department in order to check if the applicant appeared on
their Child or Adult Register. Officers
explained to Members that the NR3 Database (National Database of driver refusal
and revocations) is in its final stages of set-up and would be available
imminently, this would provide officers with details of drivers with any
revocations or suspensions. Members
expressed concern regarding police disclosure system in relation to taxi
drivers. It was agreed that a letter would
be sent to South Wales Police and copied to the Police and Crime Commissioner
in order to highlight the importance of sharing information in relation to the
disclosure of a driver. The Licensing
Officer also stated that the concerns would be raised at the All Wales
Licensing Expert Panel, with a proposal that the letter be forwarded from the
Panel to all four Police forces in Wales. RESOLVED: That the report be noted. Principal Licensing Officer to forward letter to the South Wales Police (copy to
Police and Crime Commissioner) outlining members concerns in relation to
disclosure and also raise the concerns at the next All Wales Licensing Expert
Panel with a view to a letter being sent to all four Police forces. |
