Minutes:

The minutes of the meeting held on 2 September, 2019 were approved.

 

2.

Street Trading Policy - Amendment pdf icon PDF 58 KB

Minutes:

Members were asked to approve the amendment of Paragraph 6 of the Street Trading Policy to include the following:

 

Trading as part of a travelling fair will not require a street trading consent where the following conditions are met:-

·        The event had been considered by the Neath Port Talbot Safety Advisory Group and any recommendations proposed by the group are implemented.

·        All relevant permissions had been obtained from the Council and partner agencies, including (but not limited to) the Police, Fire Authority etc.

Urgent Items

Any urgent items at the discretion of the Chairperson pursuant to Section 100B(4)(b) of the Local Government Act 1972.

Minutes:

Because of the need to deal now with the matter contained in Minute Numbers 4 and 6 below, the Chairperson agreed that these could be raised at today’s meeting as an urgent item pursuant to Section 100A(4) and (5) of the Local Government Act 1972.

Licensing Section - Annual Report pdf icon PDF 72 KB

Minutes:

Members were given an update in respect of administration and enforcement of licensing matters for the period 2018-2019, as detailed in the circulated report.

 

A discussion took place regarding animal licensing and it was highlighted that Neath Port Talbot have supported the introduction of Lucy’s Law, which calls for an immediate ban on the sale of puppies by pet shops and other third-party commercial dealers.

 

Officers informed the committee that the unscheduled inspections of taxis had ceased for a short period of time, due to the unavailability of the Police team that the Licensing Section work closely with, these inspections had now recommenced.  It was agreed that the Committee be informed should there be issues with undertaking vehicle inspections in the future.

 

The Chair thanked Licensing Officers for all their good work.

 

RESOLVED:      That the report be noted.

Access to Meetings

Access to Meetings - to resolve to exclude the public for the following item pursuant to Section 100A (4) and (5) of the Local Government Act 1972 and Exempt Paragraph 12 of Schedule 12A to the above Act.

RESOLVED:

That pursuant to Section 100A (4) and (5) of the Local Government Act 1972, the public be excluded for the following items of business which involved the likely disclosure of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the above Act.

Application for a Hackney Carriage and Private Hire Driver Licence - Case 1
