hearing all submissions, Members were asked to consider a request for an
exemption from displaying door signs and rear back plate on private hire
vehicle, when used as a business to cater for executive/novelty purposes. RESOLVED: that an exemption to display door signs and rear
back plate on private hire vehicle, be approved on the following conditions: ·
door
signs issued by the Council are not required to be displayed on the vehicle
when the vehicle is being used for “driver guiding” as part of the business of
“About Wales Guides”; ·
the
back plate issued by the Council shall be secured to the inside of the boot at
times when the vehicle is being used for “driver guiding” as part of the
business of “About Wales Guides”; ·
if the vehicle is used for general private hire
work i.e. any work other than “driver guiding” as part of the business of
“About Wales Guides”, the door signs and back plate shall be secured to the
locations specified in the Council’s Taxi Licensing Policy. |

the amendments to the Street Trading Policy, as shown
in the circulated report, be approved. |

Access to Meetings Minutes: RESOLVED: that pursuant to Section
100A(4) and (5) of the Local Government Act 1972, the public be excluded for
the following item of business which involved the likely disclosure of exempt
information as defined in Paragraph 12 of Part 4 of Schedule 12A to the above
Act. |

Equality Act 2010 - Hackney Carriage and Private Hire Driver Licensing - Case 1 Minutes: Members
were informed of a decision taken under delegated authority to lift the
suspension of a hackney carriage and private hire driver suspension following
confirmation that the driver now meets DVLA Group 2, Medical Standards for
Fitness to Drive. Members
also were asked to consider an application for a hackney carriage and private
hire driver medical exemption, to exempt the driver from having to carry out
the duties under the Equality Act 2010. Members
noted that the driver had been assessed as meeting the DVLA Group 2 standards,
and that in the absence of assessment to the contrary, followed the assessment.
They did however ask that the Licensing Officer contact the drivers GP for
further information as to making of the driver’s assessment. RESOLVED: that the application for a
medical exemption be approved, however the Licensing Officer was asked to
contact the driver’s GP for further information on the driver’s fitness to
drive. |
