Members were asked for the undermentioned grant of an Animal Boarding Establishment Licence.

The Licensing Officer gave Members an overview of the application along with the Veterinary Surgeon’s report, as detailed in the circulated report.

 

RESOLVED:                             that the the application for a Home Boarding Licence for Towig Dogs, 9 George Street, Port Talbot be approved, subject to the following Conditions:-

 

 

1.          The premises must comply at all times with the NPTCBC Model Licence Conditions for Home Boarding (DOGS)

 

2.             The premises must comply at all times with the Code of Practice for the Welfare of Dogs published by the Welsh Assembly.

3.             A maximum of 4 small dogs, or 2 medium dogs (>20kgs) shall be permitted to be accommodated at the premises at any one time, which does not include the resident dog.

 

4.             Prior to boarding, a documented trial familiarisation session must be carried out with the applicants own resident dog. Written consent from the owners of the boarded dogs must be obtained following the trial familiarisation session.

 

5.              Dogs from different households may be boarded together but only if:

o       The written consent of each owner is obtained

o       A documented trial familiarisation session for all dogs prior to stay

o       Separation of dogs from different households in secure areas when left unattended.

o       Separate feeding of dogs to minimise the likelihood of dispute and aggression

 

 

3.

Draft Taxi Licensing Policy pdf icon PDF 6 MB

Minutes:

Members were asked to consider the adoption of an overarching taxi licensing policy following the end of the consultation period.

 

Members discussed the proposals and felt the need to change the word Consultant to specialist as detailed in appendix 1 page 18 to the circulated report.

 

RESOLVED:                   that the draft Taxi Licensing policy be approved and become effective on the 1st October 2015, subject to the following change of word from Consultant to specialist, as detailed in appendix 1, page 18, of the circulated report.

Taxi Fees pdf icon PDF 137 KB

Minutes:

To set levels of fees and charges for 3 year driver licences and 5 year operator licences for the period 1st October 2015 to 31st March 2016.

 

RESOLVED:                   That the following fee levels be approved and implemented from the 1st October 2015:-

 

·              3 year driver licence (grant) – £214

·              3 year driver licence (renewal) – £161

·              5 year operator licence (grant) - £660

·              5 year operator licence (renewal) - £650

RESOLVED:

that pursuant to Section 100A(4) and (5) of the Local Government Act 1972, the public be excluded for the following items of business which involved the likely disclosure of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the above Act.

Hackney Carriage Private Hire Vehicle Licensing - Case 1

Minutes:

Members were asked to consider an application for the grant of a hackney carriage / private hire driver licence, where the applicant did not meet the DVLA group 2 medical standards as he suffered from diabetes controlled by insulin.

 

Members considered this application on 13th July 2015 and deferred the item as there was insufficient evidence.

The applicant attended the meeting along with a representative.

 

RESLOVED:                             that the application for the grant of a Hackney Carriage / private Hire Driver Licence be approved.

Hackney Carriage Private Hire Driver Licensing - Case 2

Minutes:

Members consider an application for the grant of a hackney carriage / private hire driver licence, where the applicant had incurred convictions.

RESOLVED:                             that the item be deferred to a future meeting of the Registration and Licensing Committee in order for the applicant to attend.

Minutes:

To provide information in respect of the suspension of a hackney carriage driver licence.

To consider an application for the grant of a hackney carriage / private hire driver licence, where the applicant’s licence had expired.

 

The applicant attended the meeting.

 

RESOLVED:                                       that the application to grant a new licence utilising the existing disclosure and medical certificate and making an exemption in relation to the knowledge test be approved.
