the minutes of the previous meeting held on the 17th
February 2025, be approved as a true and accurate record. |

Private Hire Vehicle Licensing Additional documents: Minutes: Members
were asked to consider an application for the grant of a private hire vehicle
licensing. The
applicant attended the meeting. Resolved: That
after reviewing the circulated report and hearing all parties’ representations,
the committee agreed to Approve the application, subject to the
following conditions: 1.
The door signs issued by the Council are not required to be displayed on the
vehicle, when the vehicle is being used in connection with conveying V.I.P,
corporate or executive customers, where the customer has expressed a desire for
the door signs not to be displayed. 2.
The back plate issued by the Council shall be secured to the inside of the boot
at times when the vehicle is being used in connection with conveying customers
as detailed in 1 above. An identifying
disc (provided by the Licensing Authority) must be displayed in a visible
location behind the front windscreen. 3.
If the vehicle is used for private hire work, which is not in connection with
conveying customers as detailed in 1 above, then the door signs and back plate
shall be secured to the locations specified in the Council's Taxi Licensing
Policy. |

Application for a hackney carriage and private hire driver licence - Case 1 Minutes: Members
were asked to consider an application for the grant of a hackney carriage and
private hire driver licence. The
Applicant attended the meeting. Resolved: That
after reviewing the private circulated report, hearing all the parties’
representations and having due regard to the Council’s Taxi Licensing Policy,
the Committee agreed that the application be GRANTED. Members agreed to
act outside the Policy and consider the application without a certificate of
good conduct. The reasons being that the Applicant has provided information
about their conduct and actions whilst out of the UK and had made reasonable
efforts to obtain a certificate of good conduct. |

the renewal application be Granted. Members were of the view the
applicant was a fit and proper person. |

the Committee agreed that the application be GRANTED. Members agreed to

good conduct. The reasons being that the Applicant has provided information
about their conduct and actions whilst out of the UK and had made reasonable

private hire driver licence. The
Applicant attended the meeting. Resolved: That
after reviewing the private circulated report, hearing all the parties’
representations (including those by South Wales Police) and having due regard
to the Council’s Taxi Licensing Policy, the Committee agreed that the
application be REFUSED by reason of the nature of the allegations (as
detailed in the report), submissions appeared at times contradictory and
inconsistent, and there was a discrepancy in the Applicant’s version of events.
Moreover, the Committee, on the balance of probabilities, believed the
complainant’s account of the allegations. |

Applicant attended the meeting. Resolved: That
after reviewing the private circulated report, hearing all the parties’
representations and having due regard to the Council’s Taxi Licensing Policy,
the Committee agreed that the application be REFUSED by reason of the
nature of the offence (as detailed in the report), inconsistencies with the
submissions and that insufficient time had elapsed since his conviction. |
