Declarations of Interest

The following Member made a declaration of interest at the start of the meeting:

 

Councillor A.Lodwig    -      Agenda Item 5 - Application to renew a hackney carriage proprietor licence – as he knew the Applicant. He did not consider this interest to be prejudicial.

Resolved:

 

That the minutes of the previous meeting held on the 17th March 2025, be approved as an accurate record.

4.

Certificate of Good Character - Delegated Authority pdf icon PDF 203 KB

Members requested additional wording to be added to the decision as follows - ‘that there is nothing pending against the applicant’, and as added to part a) of the Decisions below:

 

Resolved:

 

That where an applicant who would ordinarily be subject to the requirement to provide a certificate of good character, and where it is confirmed that it is not possible to obtain such documentation, delegated authority to issue the licence be given to each of the following - the Director of Strategy and Corporate Services, Head of Legal and Democratic Services and the Legal Regulatory Manager, subject to the following conditions:

 

a.           There are no convictions, cautions or any other relevant information disclosed on the UK issued DBS certificate, and that there is nothing pending against the applicant, and

 

b.           No relevant information has been provided by neither Social Services nor the Police Licensing Officer.

 

c.           The applicant has lived in the UK continuously for at least 11 years, from the date of application.   

 

5.

Application to renew a hackney carriage proprietor licence pdf icon PDF 101 KB

Minutes:

Members were asked to consider an Application for the renewal/ grant of a Hackney Carriage Vehicle Licence.

 

The Applicant (TT) attended the meeting.

 

Resolved:

 

That after reviewing the circulated report, hearing all the parties’ representations and having due regard to the Council’s Taxi Licensing Policy, Members agreed that the Licence was not capable of renewal and the grant of a new Licence be REFUSED. Members felt there to be no exceptional circumstances to act outside of the Policy.

Urgent Items

Any urgent items at the discretion of the Chairperson pursuant to Section 100BA(6)(b) of the Local Government Act 1972 (as amended).

That pursuant to Section 100BA (2) and (7) of the Local Government Act 1972, the public be excluded for the following items of business which involved the likely disclosure of exempt information as defined in Paragraph 12 and 15 of Part 4 of Schedule 12A of the above Act.

This item was withdrawn from consideration at today’s meeting, as the applicant was unable to attend.

Application for a hackney carriage and private hire driver licence - Case 2

Minutes:

Members were asked to consider an application for the grant of a hackney carriage and private hire driver licence.

 

The Applicant attended the meeting to give his representations.

 

Resolved:

 

That the application for the grant of a hackney carriage and private hire driver licence, be GRANTED.
