Council’s Contract Procedure Rules be excluded and
that delegated authority be granted to the Director of Finance and Head of Legal
and Democratic Services, in consultation with the Leader and relevant Cabinet
Member to enter into a contract with Eurus Consulting Limited, on the terms
identified in this report.

Proposed Decision:
To ensure
appropriate support is available to enable the Council to fulfil its role as
Accountable Body for the Celtic Freeport.
