Having
given due regard to the Integrated Impact Assessment, as detailed in the
circulated report.
1.
That Rule 11 of the Contract Procedure Rules be suspended and authority be
granted to the Head of Engineering and Transport to extend Home to School
contracts, as detailed in the private circulated report.
2.
That a new framework for Passenger Transport Services (as detailed in
the private circulated report) be introduced from February 2022, be noted.
Reason for Decisions:
1. Extending
the contracts will ensure that the Councils budget is not affected by inflated
costs being submitted as a result of the pandemic, it will also provide
reassurance and security to operators who work for Neath Port Talbot County Borough
Council.
2.
The new framework will provide greater
flexibility when procuring transport requirements for the Council.

The decision will be
implemented after the three day call in period.
